Description
Sole Source Justification The 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado, intends to award a sole source, firm fixed price purchase order to the CAD Corporation for Vmerse, a digitized, three-dimensional, interactive live campus tour for the purpose of recruiting prospective USAFA candidates/students. The creation of this 3D, real-time virtual immersion reality is to allow prospective USAFA candidates/students to experience USAFA campus life and enhance recruiting opportunities utilizing customized avatars. The avatars will have the ability to interact with a USAFA recruiter, participate in social networking activities, play in recruiter managed "gaming" events, and gain information about the Academy and the Admissions process through a virtual, real-time recruiting experience. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition 2005-36 effective 10 September 09. The North American Industrial Classification System (NAICS) number is 541511. This synopsis is for information purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Delivery is to be made to the Admissions Department, U.S. Air Force Academy. FOB: Destination. Vmerse is a comprehensive service produced by CAD Corporation. It is a three dimensional digitized campus that recreates a virtual world allowing for real time USAFA host tours from within the program. The program also provides for customized avatar interaction between USAFA recruiters and interested students throughout all 50 states and the 5 territories through live conversations and on-line recruiting events. Vmerse provides for enhanced user security features protecting the privacy and personal information of potential USAFA applicants/students. For instance, avatars will be able to freely "chat" with USAFA recruiters, however, will have limited functionality to interact with other avatars, thus protecting user identities. CAD Corporation provides all programmers, virtual campus creation, server hosting, and maintenance of the Vmerse virtual immersion capability. The package includes several ways for students to interact with the virtual campus, e.g., flight simulation, parachuting, obstacle course execution and sporting event participation. REQUIREMENT DESCRIPTION: a. Provide an integrated, full-service customized package that includes digitization of the USAF Academy campus, custom creation of avatars, and a social networking platform for students. The virtual world will also provide opportunities for "students" to participate in question and answer trivia games to familiarize themselves with information about USAFA and the Admissions process. b. Digitize 100,000 square feet of the Air Force Academy to include all parts of: A dormitory room A laboratory A lecture hall The McDermott Library The Cadet Chapel Mitchell Hall dining facility The Field House Falcon Football Stadium The Academy air field Arnold Hall student center Provide a flight simulator program Provide an obstacle course program Provide a parachuting exercise Provide hurdles on an athletic track c. Provide several avatars to pick from including males and females in the following ethnic categories: African American Caucasian, Asian, and Hispanics Avatars must be able to: Walk Jump Salute Turn Wave Pick/dress in several different uniforms. d. Provide virtual kiosks in all areas linking directly to the online student application process e. Provide clues and trivia in all areas to earn points toward awards f. Provide awards the avatars can wear and/or use g. Provide serving hosting and hardware maintenance and annual software maintenance for up to 300 concurrent users. h. Provide 3-day response time to updates and/or bugs i. Provide registration and password protection for prospective candidates j. Provide chat capabilities with recruiters. k. Provide chat capabilities with other avatars during recruiter-sponsored events only (to protect and ensure student security/privacy) This requirement is conducted under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Requirement. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent program as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to RFP number FA7000-09-P-XXXX by Monday, 21 September 2009, 9:00am MST to Ms. Chelsea Gurwell at Chelsea.gurwell@usafa.af.mil or (719) 333-2849. Anyone who challenges the sole source will need to provide a "sample" or their product capability for evaluation i.e. website, password etc. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The 10th Contracting Office will not reimburse for any costs connected with providing the capability information.
