- The Government intends on issuing an order to the offeror that represents the best value to the Government. The following factors will be considered when determining best value in this descending order of priority: 1)Technical capabilities, 2) Past Performance, 3) Delivery Terms, and 4) Price. The salient physical, functional, or performance characteristics must be met in order for an item to be acceptable for award. This requirement is to provide a continuum of services for the postal operations in place for the 137 locations for one year with options of four additional years. See functional requirements on Statement of Work. *GOVERNMENT INTERESTED IN USING LEASE; HOWEVER, INTERESTED PARTIES ARE REQUIRED TO SUBMIT A OFFER THAT STATES LEASING PLAN AS WELL AS A PURCHASING PLAN; BOTH WITH MAINTENANCE FOR 12 MONTH PERIOD. *SUBMIT QUOTES/PROPOSALS ON 1449 FORMAT It is the bidder's responsibility to furnish sufficient information to the government to determine acceptability of the offered item(s). Detailed specifications must be submitted for appropriate review prior to award. Failure to provide product proposals that meet the salient and functional characteristics may result in the quote being considered non-responsive. Please provide Dunns #, Cage Code, Federal Tax ID #, and turnaround time along with quote. The following provisions and clauses apply to this acquisition: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a) of the provision are as follows: The significant evaluation factors, in the relative order of importance are: 1. Technical Capabilities, 2)Past Performance, 3, Delivery, and 4) Price. Evaluation factors are approximately equal. The contract award will be offered to the best value offer made to the Government, considering, past performance and price. 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4, Contract Terms and Conditions commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders - Commercial Items. In paragraph (b) of 52.212-5, the following apply: 52.222-21; 52-222-26, 52.222-35; 52.222-26, 27, 38, 52.225.13, 52.232.33. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. This provision may be obtained at http://www.arnet.gov/far.
