Description
The United States Department of Agriculture, Agricultural Research Services intends to procure, in a sole source environment, under the authority of FAR Part 6.302-1, services to assist in a project to determine the important genetic relatives of all major and minor crops of importance to United States agriculture and provide a full treatment of these in Gerplasm Resources Information Network Taxonomy. These services require the following specialized types of expertise: 1) Through knowledge of plant systematic, including overall plant classification, standard taxonomic practices and reference materials, international rules of specific plant nomenclature, and the interpretation of plant morphology, anatomy, genetic, and/or molecular biology data. 2)Knowledge of crop plant and gene pool classification, with the ability to interpret crop-genetic and crop-breeding literature from crossability or hybridization studies in a gene-pool context. 3)Biographic capability in locating and obtaining the necessary relevant literature for the evaluation of each crop. 4)The ability to synthesize, using data from multiple disciplines, a coherent, defendable, and properly documented gene pool classification for any crop. 5)Knowledge of GRIN Taxonomy protocols, procedures, and software for updating existing data or incorporating new data into GRIN. 6)Knowledge of world geography, to allow for accurate interpretation of plant distribution data, and some linguistic ability, to permit the interpretation of information from multilingual sources. The Government believes that only one responsible source, Blanca Leon, Ph.D, can provide the services described above to satisfy USDA requirements. Interested parties may identify their capability by responding to this notice with the submission of written capabilities/specifications. This notice is not a request for competitive quotes. A determination not to compete this proposed contract action based upon responses to this notice is solely at the discretion of the Government. Award will be made not later than September 25, 2009.
