Description
This is a combined synopsis/solicitation for Mass and Sacrament services (CATHOLIC PRIEST) in accordance with the format in Subpart 12.6, as identified under STATEMENT OF WORK and information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. CATHOLIC PRIEST C1. General. The Priest is to provide Mass and sacraments as a back-up for the assigned Chaplain Priest(s) of the USAG Wiesbaden. Mass and sacramental rites are a Statutory (Title 10) Essential Element of Religion. As such, they fall under the responsibilities of all Chaplains and, here in particular, the Garrison Chaplain. The Priest falls under the Garrison Chaplains Program as defined in the Commanders Master Religious Program. The mission of the Chaplains program is to provide for Essential Elements of Religion to include Mass and sacramental rites for all assigned soldiers, civilians, and family members. As a nonpersonal services contractor, the Priest is not a member of the Chapel or Garrison Chaplains Office Staff. To accomplish the goal of providing quality worship, the Priest (Contractor) must communicate with the chaplains, song/worship leaders, and other volunteers participating in the service to ensure a coordinated service of worship for the congregation. C2. Definitions: a. Contractor - Individual or group who accepts this contract to provide Back-up Priest support to the chapel congregation. b. Government - Any and/or all of the duly authorized representatives and/or agencies of the Government of the United States of America. c. Contract Officer - Specifically appointed Officer of the Government (Employed at the Regional Contracting Center) with the authority to negotiate, award and amend a contract. d. Chaplaincy Resources Manager (CRM) - The Chaplain designated by the USAG Hessen Staff Chaplain and the Regional Contracting Office as the representative monitoring all Chaplain's contracts in the Garrison and providing assistance to contractors, and chaplains to enable/ensure effective ministry. e. Verifying Chaplain/Point of Contact (POC) - The local Chaplain(s) identified by the CRM and Garrison Chaplain responsible to verify contract performance. S/He signs the Contractor's invoices after verifying each invoice presented by the Contractor. The Verifying Chaplain/POC does not have the authority to change or amend the terms of the contract formally or informally. f. Congregational Chaplain Pastor (Pastor)/Parish Chaplain - The Chaplain Priest designated by the Garrison Chaplain to be responsible for pastoring a specific congregation/parish. Usually acts as the Verifying Chaplain/POC for Contractors rendering services to his congregation/parish. g. Volunteer - Those individuals who serve to support the ministry and/or programs without pay or compensation. h. Finance and Accounting - Regional office of the Government authorized to pay contractors upon receipt of a verified invoice. i. Invoice - Written statement of completed services submitted by the Contractor through the Verifying Chaplain to Finance and Accounting for payment. j. Command Master Religious Plan (CMRP) - An annual planning and authorization document used to support budget needs and program projections of Chaplains and congregations. k. Mass - Sunday/Sabbath/Holy Day Mass. A celebration of the Eucharist (Mass) utilizing the liturgy of the Missal following the church calendar for a congregation. The Mass may be held on Saturday evenings, Sundays, and designated Holy Days. The Service also provides a place/time to encourage and support one another in faith formation and expression. It also includes a sermon/homily developed by the Pastor or his representative to assist the people of the congregation in their understanding of God, faith formation, Biblical knowledge, Christian doctrines, and life-application of principles found in Bible texts. l. Sacrament. A formal Catholic rite. The Roman Catholic Church celebrates seven Sacraments. They are Baptism, Reconciliation, Marriage, Confirmation, Anointing (Sacrament of the Sick), Orders and Eucharist. C3. Applicable Documents, Technical Orders, Specification: a. AR 165-1 - Chaplain Activities in the United States with USAREUR Supplement 1. b. DA PAM 165-18 - Chaplaincy Resources Ministry c. Command Master Religious Program (CMRP) of the program, congregation, and/or BSB. d. 104th ASG RMT - Chaplaincy Resources Standard Operating Procedure (SOP). C4. Priest (Contractor) Qualifications: The contractor will meet, or be able to provide personnel who meet the following qualifications: a. Be a fully ordained Roman Catholic Priest in good standing. b. Have endorsement from ecclesiastical authorities to perform contract services. c. Demonstrate ability to communicate effectively in English for coordination with the congregation / parish and for satisfactory completion of the administrative tasks required of a contractor. C5. Sensitive/Confidential Information. a. In the course of providing religious education classes/events, the Contractor may come in contact with individuals seeking the assistance of chaplains. The very fact that individuals are seeking assistance because of personal or family issues is sensitive information. Any information about them or their situation is also sensitive/confidential. Complete confidentiality is required. b. It is strictly prohibited to share information about such individuals or families with persons other than the chaplain providing the assistance. c. Disclosure of such sensitive information may result in immediate termination of the contract. C6. The Contractor shall provide the following specific services: a. Contract Line Number (CLIN) 0001 - Conduct Sunday/Sabbath/Holy Day Mass. Celebrate the Eucharist and provide the homily and liturgy for the service. Masses conducted in three different chapels, Hainerberg, Dexheim and WAAF are each remunerated equally. The Chaplain Priest or his representative will contact the Contractor to arrange schedules. b. CLIN 0002 - Provide Sacraments as back-up to the Chaplain Priest(s). Sacraments include Reconciliation time thirty minutes before each Mass, Baptisms after Mass, and Marriage rite performed outside of Mass. The Chaplain Priest or his representative will contact the Contractor to arrange schedules. c. CLIN 0003 - Present Classes or Seminars. At least one hour of instruction or education on spiritual and moral topics rendered to the Wiesbaden community constitutes a class or seminar. d. CLIN 004 Perform counseling. Counseling session includes approximately one hour of spiritual and moral direction given to U.S. military personnel, Department of Defense civilians, or family members. C7. The Contractor must accomplish the following implied tasks and activities to effectively provide the specific Contract Priest services noted above as a part of the ministry of the supporting congregation. a. Communicate with the song/worship leaders and other volunteers participating in the service to ensure a coordinated service of worship for the congregation. b. Submit invoices for the previous month's work to the Pastor for verification NLT the 10th working day of the next month. C8. Location of classes/religious education event. The Contractor will have access to the chapel facilities, and any other facilities within the Garrison used for religious education programs, for the purpose of coordinating religious education classes and providing such classes to members of the community. Coordination must be made according to local guidance to insure that the facilities are unlocked for use by the program(s). The Contractor will be responsible for reserving space as needed according to local guidelines. C9. Physical Security: The Contractor shall establish and implement methods to ensure the physical security of all U.S. Government property and facilities under their control. S/He must insure that facilities and storage areas are secured according to the facility, local and Garrison SOPs. This includes: locking external doors and windows when leaving the facility; locking internal doors as necessary to protect Government property; limiting/monitoring access to offices and equipment especially telephones and computers. C10. Government Provided Property/Support: a. Contractor shall be authorized use of government telephone (with commercial access) for local and long distance calls to maintain contact with volunteers in the program on a space available basis. b. A photocopy machine at the Chapel will be made available for use by the Contractor to fulfill contract requirements on a space available basis. c. The government will provide to the Contractor, for use in the program, religious education curriculum, literature for religious education activities, chairs, tables, blackboards, video-set ups and overhead projectors for all religious education classes under the guidelines of this contract. Materials such as craft supplies, paper, markers, flip charts, and pens will be supplied as available. d. The government will provide desk work area on a space available basis for use by Contractor to meet the requirements of this contract. e. The government will make available to the Contractor the use of the books, tapes and other resources available in the Wiesbaden Garrison Chaplains Office. f. The government will provide access to curriculum catalogs and information as they are collected by the USAG Hessen Director of Religious Education. g. The Contractor shall be responsible for safeguarding all government supplies and property. C11. Contractor Furnished Property: Contractor shall provide his/her own transportation and all necessary equipment to fulfill this contract except as stated elsewhere in this contract. The contractor shall ensure that personal property is clearly marked and identified to preclude misidentification as Government property. C12. Hours. Generally, religious education classes shall be provided during the hours of 0900-1300, Sunday mornings. The Contractor and the BSB Chaplain will arrange for requirements for religious education classes at other times. The service rate will remain the same. The Contractor may be required to provide services on legal American holidays. The contractor shall provide the required products and services as indicated in the delivery schedule of the contract. C13. Safety: The Contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from damage C14. Restrictions. Government property made available under this contract is only for use in the performance of services described in this contract. C15. Subcontracting: a. Contractor may provide a qualified substitute for a period of time if approved by the POC. However, in such case, the substitute shall have no claim whatsoever against the Government for services rendered and the price to be paid the substitute shall be a matter entirely between the Contractor and the substitute. b. In the event the Contractor fails to provide a satisfactory substitute to perform at any time which the Contractor does not perform, the government reserves the right to terminate the contract and re-procure the services. C16. Performance Evaluation Meetings a. The contractor shall meet with the Installation Catholic Chaplain once per month. The contractor shall contact the Installation Catholic Chaplain to make appointments for this meeting. b. The purpose of these meetings will be to discuss the needs assessment of the Catholic population located at Wiesbaden, GE, program evaluation and program/activity scheduling. The contractor and /or the Contraction Officers Representative shall notify the Contracting Officer of any discrepancies, disputes, of indications of poor performance. The Installation Catholic Chaplain, if not the COR, shall notify the Contracting Officer of such indications. C17. Contractor Responsibilities a. The contractor is solely responsible for all tax liabilities. No provisions are implied or provided in this contract for any benefits such as medical care, retirement, or workers compensation. This is a Non-Personal equipment. b. The contractor shall ensure that adult supervision/leadership is present not later than 10 minutes prior to the start time of the scheduled activities, and remains present until the last participant under the age of 18 has departed the location. c. The Contractor shall present a neat, well-groomed appearance appropriate for chapel worship services during all times while he/she is performing services under this contract. 1.
