- Office Address:NASA/George C. Marshll Space Flight Center, Procurement Office, Marshall Space FlightCenter, AL 35812Description:NASA/MSFC has a requirement to lease of an Anechoic Test Chamber. The lease of theanechoic compact test range is for validation and verification of the HIRAD instrumentfor a period of six days. This lease will also need full use of the compact test range,interface with comtroller for position data, interface with transmitter to allow use ofHIRAD noise source, full support personnel during the lease period, and testing periodnot to exceed 12 hours per day. These are requested to support the aircraft flightdevelopment of the HIRAD instrument. NASA/MSFC intends to purchase the items from MI Technologies. Competitions isimpractical based upon the following: 1. MI Technologies anechoic compact test rangeprovides the unique features needed to fully calibration and characterize the HIRADinstrument. A compact test range is not available or accessible on the Redstone Arsenalor otherwise in the Huntsville area. MI Technologies facility provides this featurewithin driving distance to accommodate our development schedule with limited cost andtime impacts. 2.HIRAD has utilized the MI Technologies position controller hardwareduring previous testing at the Redstone Arsenal facility. Schedule does not permitre-design of our hardware interfaces to accommodate another manufacturers controllerinterface. 3. The unique calibration needs of HIRAD require full integration of ourinstrument with the chambers controller and transmitter, not typically done in anechoicchambers. Working closely with MI Technologies during previous testing cycles at theArmy facility at Redstone Arsenal allowed the customization of our hardware and softwareto accommodate these interfaces. Gaining this relationship and past understanding of theinstrument functions and modifications to the chamber with other vendors would only delaythe testing impacting costs and integration schedule of the instrument. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the Pamela Allison, DFS, Inc. via email at pamela.allison@nasa.govor via fax at 256-961-7723 not later than 4:30 p.m. local time on September 25, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
