*****REVISED INFORMATION********** The Naval Air Systems Command, Patuxent River, MD is seeking information useful for the execution of the Electronic Patrol-X (EP-X) program which will recapitalize the EP-3E aircraft to provide tactical, theater, and national level Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) support to Carrier Strike Groups and to Theater, Combatant, and National Commanders. Sources interested in responding to this Request for Information (RFI) are encouraged to participate in an Industry Day meeting described below and to provide the information requested acknowledging your desire to participate. In order to be useful to the AoA IPT, responses to this RFI are required to be received no later than 4:00PM Eastern time on 05 October 2009. All responses provided must be classified no higher than SECRET/NOFORN. The mailing addresses, unclassified and classified, for the RFI response recipient are provided below. Each response must identify the RFI Reference number. No contract or funded tasking will be awarded from this announcement. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the Government. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate respondents for any cost incurred in developing information for, participating in meetings with, or engaging in discussion with the Government. Industry Day Meeting. An Industry Day will convene to assist interested sources in the development of RFI responses. The event will be held on 10 September 2009 at AT&T Government Solutions, 1900 Gallows Road, Vienna, Virginia. The meeting will begin at 08:30AM Eastern Time (with security check-in beginning at 8:00 AM) and complete no later than 5:00 PM. Due to space constraints, vendors are limited to two [2] individuals per team. (Each corporate business unit may be represented separately.) Because of the classified nature of this Industry Day, personnel must register in advance no later than 4:00 PM Eastern Time on 04 September 2009. Due to the limited seating the Government may reject requests for attendance once the seating limit has been reached. The Industry Day will be conducted at the SECRET classification level. Personnel attending these portions of the meeting must possess and provide verification of the appropriate security clearance. The administrative point of contact (POC) for this meeting is Natalie Whitman (natalie.whitman@navy.mil). The administrative POC will provide information on visit requests and security clearances upon receipt of meeting registration. Pre-Industry Day Questions. If you have advance questions that you would like to submit for the AoA team to review during the Industry Day event, please submit them via e-mail no later than 12:00 Noon Eastern Daylight Time on 04 September 2009 to the administrative POC. Only UNCLASSIFIED questions may be sent in advance. Government Furnished Information (GFI). GFI will be provided as instructed on the synopsis posted on 05 August 2009 and to organizations that contacted the government with the appropriate information by the deadline of 21 August 2009. If you have any questions about GFI, please contact Jessica Gatton (jessica.gatton@navy.mil). The GFI will be delivered in two packages. The first GFI package will contain initial technical information. The second GFI package will be delivered after Industry Day and contain Industry Day Briefings. Background. The EP-X Program will develop a flexible, responsive, manned Multi-mission Multi-intelligence (Multi-INT), ISR&T capabilities that may include a family of systems ranging from and including aircraft, unmanned air vehicles and ground systems to conduct a variety of missions including real-time Intelligence Preparation of the Battlefield/Environment, Indications and Warnings, Anti-Surface unit Warfare, Targeting support, Direct Threat Warning and Information operations. Intelligence and sensor capabilities will include Signals Intelligence (SIGINT), Imagery Intelligence (IMINT) (such as Electro-Optical/Infrared sensor collection), and Radar Intelligence (RADINT (such as synthetic aperture radar, inverse synthetic aperture radar, and maritime moving target indicator). The ability to perform on or off-board sensor control, onboard processing and Multi-INT data fusion will enable the EP-X to operate successfully in either communications permissive or communications constrained environments. AoA Guidance. The purpose of the AoA is to perform an analytical comparison of the operational effectiveness, suitability, and life-cycle cost of proposed alternatives that satisfy established capability needs in support of the Milestone Decision Authority's (MDA's) Milestone A approval for the EP-X Program. The results of the AoA will assist the DoN by evaluating systems to determine if they can meet EP-X capability needs. The AoA will evaluate proposed systems that best respond to the alternative categories provided in the guidance from OSD (CAPE). This AoA will determine the effectiveness, cost and cost-effectiveness of the systems. Effectiveness will be determined by analyzing the warfighting contribution of the EP-X systems using a variety of campaign, mission, engagement and engineering models and simulations. RFI Response Input to AoA. Please limit inputs to one concept per capability shortfall. For each concept, provide technical and program-related information per the government provided template. The template must be submitted in the Excel 2003 format with the fields filled-in as applicable. Any questions about the RFI response should be directed to the RFI Technical POC listed below, not the contracts POC. This information should be submitted with a cover letter, on letterhead, that identifies the name and address of the source and a primary and secondary POC (including name, phone number and email address). The RFI submissions must be submitted via the template attached to this notice and may include a white paper describing their technology which shall be no more than ten (10) single sided pages. The white paper shall be one and one-half spaced, typed or printed in Times New Roman font with type no smaller than 12-point font. Paper shall be 8-1/2 X 11 inches (standard size) with a minimum margin of 1 inch around the page. Any typed narrative included on graphics pages may not be smaller than 10-point font. Use of Microsoft Office 2003 (PowerPoint, Excel, Word, Project, etc.) and Portable Document Format (PDF) is required. The Government requests one electronic copy of each submission. The Government requests that UNCLASSIFIED data be consolidated on different media than CLASSIFIED data (up to SECRET/NOFORN); however, they may be mailed together as long as each classification is clearly marked. Proprietary/limited Distribution Information markings. It is incumbent upon sources providing responses to this RFI to identify all data contained in each submission that is proprietary and/or has limited distribution requirements. General Information. The cost of preparation of a response to this RFI and any costs related to RFI briefings, meetings, and answering Government-posed questions are not considered allowable direct charges to any other contract or tasking. Receipt of RFI inputs will be acknowledged. RFI responses will not be returned. Interested sources are advised that the employees of commercial firms under contract to the Government will serve as technical reviewers of information provided in response to this RFI. By submission of a response, a source gives the Government permission to release proprietary information to employees of those organizations listed below. MITRE Center for Naval Analysis, Arlington, VA Technology Securities Associates, Lexington Park, MD Wyle, Incorporated, Lexington Park, MD Solute Consulting, Lexington Park, MD NAVMAR Applied Sciences, Lexington Park, MD Beyond the above commercial firms, the Government will not release any marked Proprietary information, received in response to this RFI, to any firm, agency, or individual outside the Government. All organizations receiving the GFI material will be required to destroy all CLASSIFIED information provided under the RFI no later than 30 March 2010 and provide to the government copies of destruction documentation no later than 15 April 2010.
