Description
New High Temperature Alternate Source Structural Foam Fabrication / Certification for Department of Defense and Aerospace Applications Description: The Aviation Applied Technology Directorate (AATD), U.S. Army Research, Development, and Engineering Command intends to award a Indefinite Delivery Indefinite Quantity (IDIQ) non-commercial, research and development contract on a non-competitive basis to DIAB, Incorporated, 315 Seahawk Drive, Desoto, Texas 75115. The maximum value of the contract will be $9.9 million. The contract minimum value of $1 million will be met with the award of the first task order. This effort seeks to certify and establish for Department of Defense and Aerospace applications a domestic source for low density polyethersulphone (PES) high performance, high temperature foam core material, used in defense and aerospace structural core applications. This will include but is not limited to; process development, prototyping, depot insertion, production scale-up, acquisition of qualification data for aerospace market penetration, purchase of multiple densities and quantities of foam, and qualification in various aircraft. The acquisition will be procured in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. No solicitation will be issued. Divinycell-F foam exclusively manufactured by DIAB is the only source of polyethersulphone (PES) high temperature structural foam suitable for the aerospace industry. DIAB holds the only patent on a polyethersulphone (PES) based foam in the manufacture of structural core materials. The foam is a proprietary product developed by DIAB making them the only firm holding the development and manufacturing knowledge necessary to successfully satisfy the Army requirement. Specifications or plans relating to this product are not available and cannot be furnished by the Government to another contractor. To date Divinycell-F foam has been certified for use in commercial aviation applications as well as the railroad industry. The duplication in cost for the Government to mirror DIABs technical development, manufacturing capabilities, and certifications to date of a polyethersulphone (PES) foam would greatly exceed $5 million and would add approximately 3 years to this effort. Market research indicates that there are two predominant sources of aerospace grade, qualified high temperature structural foam for composite sandwich construction structures available, both from sources outside of the U.S. The two available foams materials are a polymethacrylimide (PMI), and polyetherimide (PEI) based foams. DIABs polyethersulphone (PES) because of its chemical composition and application processes is both more environmentally friendly in that polyethersulphone (PES) foam is recyclable, no chlorofluorocarbons (CFCs) are used in the production process, and only water is used as the blowing agent in foam application, and is compatible with numerous resin systems including epoxy, phenolic, cyanate ester, bismaleimide (BMI), polyester, and vinylester Until recently, no domestic structural foam products were available to offer these industries cost and quality competitive alternatives polymethacrylimide (PMI), and polyetherimide (PEI) based foam materials. The overall period of performance for this contract is 60 months. The North American Industry Classification System (NAICS) is 541712 and the size standard is 500. While the Government does not anticipate competition, any responsible source may submit a proposal that will be considered.
