Description
The Department of Health and Human Services (DHHS), Assistant Secretary for Legislation (ASL), intends to negotiate with Economic Systems, Inc. on a sole sources basis for license renewal for the Economic Systems Workflow software and an enhancement to the Workflow software. The basis for restricting competition is FAR 13.106-1(b) only one source is reasonably available to satisfy agency requirements. The anticipated contract period will befor one year. This requirement is to renew the annual contract with Economic Systems Inc. (EconSys) for the Office of the Assistant Secretary for Legislation’s (ASL) Congressional Grants Notification System. The workflow system from EconSys has proven to be an efficient and competent system for announcing grant awards to Congress and in complying with the Department’s 72 hour requirement for the notifications. EconSys has customized the system for ASL and the workflow. The contract enhancement for the grant viewer will allow ASL’s current workflow system to accept image documents, mainly contracts, then send email notifications to congressional staff within the timeframe required by the Department. Congressional offices will have access to past and present documents by a link. They will be able to download email content, including contracts awarded to their states or districts just as they now have access to the histories of grants awarded to their states and districts. Hill staffers find the ability to have continuous access to past and present awards, extremely invaluable. At this time, it would not be reasonable to acquire a new workflow system as the current system is meeting ASL's needs satisfactorily. Moreover, the manufacturer of the Workflow system is uniquely positioned to perform the enhancement to the Workflow software ASL requires given their familairity with the software. Economic Systems Inc. also has exclusive licensing to the Workflow software. Thus, Economic Systems Inc. is the only source reasonably available. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise and qualifications to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government’s requirement as articulated above. No solicitation document is available at this time. Capability statements should be submitted by September 21, 2009 at 9: a.m. easterh time to the point of contact listed in this announcement.
