Description
Elevator Walk Through 9/9/09 at 11amQuestions and answers resulting from the walk through. These answersconstitute supplemental instructions to all bidders. It is the intent of this project to comply with current VA and allcurrent other applicable code regulations, including ASME A17.1, NFPA70, NFPA 13, and NFPA 101. The project should be bid as per the writtenspecifications but if during construction VA or code deficiencies arenoted it should be brought to the attention of the Contracting Officer'sTechnical Representative (COTR) for possible resolution by change order. 1. Q - If contractor determines it is less cost to replace the cabthan to remodel the existing - would that be acceptable to the VA. A - Generally yes - subject to approval of submittals2. Q - Will it be acceptable to begin submittals before the Noticeto Proceed meeting, so as to exclude the long lead time submittalprocess from the contract completion time frame? A - Yes3. Q - Will contractor be allowed to temporarily disconnectelectric service to elevators adjacent to the one being rebuilt if doneso during evening or weekend hours? This will be required occasionallyfor safety purposes. A - Yes 4. Q - Are the fire service items in the scope of work required tobe done in accord with the 2007 code?A - Yes. See also question 335. Q - In the final elevator upgrades combo spec on page 107; Part1; 1.2; A; 7; it calls for stainless steel door operators; is thiscorrect?A - No - delete the words stainless steel6. Q - Are contractors required to comply with the new E-Verifysystem, regarding verification of legal workers?A - Yes7. Q - Can you explain who has responsibility for maintenance ofelevators before, during and after contract work is performed? A - We want the bidding contractor to provide a bid alternative for thefull maintenance of all 13 elevators and two dumbwaiters on station,from the date of Notice to Proceed to a date one year after acceptanceof work on the last elevator in this contract. If funds permit we willaward this work as part of the construction contract. If funding istight it will be our intent to award a separate contract for themaintenance to the successful contractor. 8.Q - Does the VA have a preferred vendor for fire alarm work oris it done internally?A - We have a new Notifier Fire Alarm System. Contractors must useCarrigg M.E.P., Inc., Manchester, NH 03101 for all fire alarm work.Subject to a design approval by Carrigg, new wire and devices may beroughed in by a licensed electrical contractor but all connections tothe existing system and required testing/certification will be done byCarrigg. See Jeff Nichol for further details as required. 9. Q - B 44 P1 - and all other elevators receiving modernization(beyond cosmetics) - will contractor be required to provide car toprailings per the 2007 code?A - Yes10.Q - B44 P1 - what is expected regarding control of the automaticpneumatic ceiling vents in the hoist way? A - Contractor shall disconnect the existing ceiling louvers and fixthem in the closed position. 11.Q - Will surface mounted hall fixtures be acceptable - allelevators?A - Yes 12.Q - What will be the typical infection control protectionsrequired?A - The COTR will develop an infection control plan based on the extentof work; dust, methods planned, and location. It will be approved by arisk assessment review committee and the infection control nurse.Typically it will require some sheetrock walls (metal studs) floor todropped ceiling with a lockable door, with closer, sticky mats insideand out. This would be set up at the main work floor and if work atother floors was intermittent and very short term - similar dust controlcould be accomplished at those floors with fire rated plastic partitionswith extendo sticks at the corners, etc. Contractor will need tomaintain a clean work environment as this is a functioning hospital. 13.Q - If replacing floor tile and the original material can't bematched, how do we proceed? A - Match existing if possible; contact VA for possible product instock; or match as best as possible and establish a new edge at alocation to minimize the negative impact of the discontinuity. 14.Q - B 44 P2 - Will the contractor be required to box in theexposed drain line running through the machine room?A - Yes 15.Q - B44 is a research facility - will extra security clearancebe required in that building? A - Yes, for B 44 only we expect extra security clearance is required,to include background check, fingerprints, etc which does require someextra lead time. In other buildings the e-Verify plus two forms of IDis adequate. 16. Q - B 28 - Some elevators have speakers. Will renovations tocabs include required wiring to maintain speaker service? A - Yes 17. Q - In the B 28 hoist way, will we be required to remove thesmoke detector?A - No, I believe it is a heat detector and it will be removed by theVA. 18.Q - Will contractor be required to add a lockable disconnect inthe machine room? A - Yes19.Q - Will contractor be required to remove the existing wire meshwall in the machine room? A - Yes - and extend the railing to the block wall, as needed to secure. 20.Q - It was noted that equipment delivery to the machine room forB 28 will be difficult. A - Correct - but there is a hatch way from the second floor lobby up tothe attic near the elevator machine room. 21.Q - Does the VA currently have a fire system module for the firehat?A - Yes - we have 5 modules for every elevator; primary, secondary, firehat, shunt trip, and shunt trip power loss. 22.Q - In addition to capping sprinkler in top of hoist way shouldcontractor relocate existing sprinkler pipe so as to not run through thehoist way. A - Yes, per code relocate the sprinkler pipe entirely out of the hoistway. 23.Q - In B #1 machine room - would the VA like to consider a heatexchanger between the hydraulic oil and the domestic hot water supply inbuilding 1 to help cool the machine room?A - We would consider this during the submittal process but if adoptedit would be a change order to the awarded contract. Do not figure thisequipment in any bids. 24.Q - The requirement for mechanical cooling and ventilation inthe B #1 P1 and P2 machine room is not well defined. Can you be morespecific as to what is required? A - The contractor shall provide a year round machine room environmentsuch that machine room temperature is maintained between 32 and 104degrees F; and humidity shall be between 10% and 90% non-condensing. 25.Q - For B #1 P1, P2 machine room - spec calls for replacement ofthe oil piping in the machine room. Does this include replacement ofthe piping leaving the machine room and through the adjacent mechanicalroom? A - No - replace the oil pipe in the machine room to include removal ofthe isolation coupling just outside the machine room. 26.Q - The bottom of hoist way for B #1 P1,P2 - has two wall sprinklersand two adjacent heats - what do we do with those items? A - Lower the existing wall mounted sprinklers to within 24inches of the floor and install a separate accessible control valveoutside the shaft. VA will remove the two heats when sprinkler work iscomplete. 26.Q - All elevators - if upgrading to the 2007 ASME A17.1 code -every shaft pit requires a sump and sump pump. I this what the VAdesires?A - No, the only shaft which calls for a sump and pump and connection tothe nearest code approved drain is B #1 P1, P2 shaft. 27.Q - In the spec there are requirements to replace the elevatorsill. Does this mean the car entrance sill or the landing sill?A - Refinish (clean and polish) landing sills for B #1 P1, P2; B#1 F1;B31 P1, P2, P3; and B8 P1. Replace car sills B1 P1, P2, P3; B28 P1; andB8 P1. Replace with Nickel Silver sills. For B#1 F1 - replace insideedge of ground floor landing sill. 28.Q - Do we need to install a room vent in the machine room for B#1 F1?A - Yes, as required by code. 29.Q - Would the VA like lighting added to the machine room for B#1 F1? A - Yes - add lighting suitable for cold weather use to provide at least20 foot-candles. 30.Q - Please clarify ceiling and lighting desired in the cab for B#8?A - Furnish and install new aluminum egg crate dropped ceiling levelwith the bottom of the existing lighting soffit. Install two new onelamp fluorescent light fixtures, per layout by COTR. Remount theemergency light on the return wall near the dropped ceiling. 31.Q - In addition to repairing the water leak should we fix thedamaged plaster in the B #8 machine room? A - Yes. 32.Q - Should the new rope gripper be installed in the hoist waywith controller in the machine room or install the gripper on thecounter weight side in the machine room? A - Install in the machine room on the counter weight sideunless specifically prohibited by code. 33. Q - Do you really want us to replace the lower rear cab panel?A - No - in lieu of a new panel furnish and install a 6 inchstainless steel bumper rail, all around cab, with bottom edge about sixinches above the floor - exact location to be approved in advance byCOTR. 34.Q - B #8 calls for providing fire service as per ASME A17.1,2007. The current controller will not accommodate this feature. Howshould we proceed? A - Delete the requirement to provide fire service on this elevator. 35.Q - Please explain the desired location for required sprinklercontrol valves serving elevator pits? A - All new sprinkler control valves are to be installed in anaccessible location outside the pit and the valve must be chained andlocked in the open position or a tamper switch installed.
