- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9124Q-W91VB192440705 is issued as Request for Proposal (RFP). The NAICS Code is 333120 with a size standard of 750 employees. You must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov/) in order to receive the award if you are selected. If you are not in the CCR at the time we are ready to make the award, your proposal will be disqualified. This requirement is to purchase one (1) each, Road Marking Machine and equipment used to paint traffic lines on a paved asphalt or concrete surface. The specifications for the Road Marking Equipment are: (1) The equipment shall be a self propelled model with the following characteristics: a. 32 horsepower as powered engine with rack and pinion steering. b. Manual transmission. c. Canopy over the seats. (2) The painting equipment shall have the following: a. 20 HP Honda engine. b. 13.2 cubic feet per minute air compressor. c. 12 gallon fuel tank for the auxiliary engine. d.11 gallon per minute pressure compensated piston pump with 12 gallon hydraulic reservoir. e. 2.84 gallon per minute airless piston paint pump. f. One 50 gallon zero pressure plastic paint tanks with inspection lid. g. One 250 lb. capacity bead tank. h. Dual wheeled carriage with air cylinder lift for striping guns. i. Two automatic airless spray guns rated at 3000 PSI maximum working pressure with a maximum of 200 cycles per minute and a forged aluminum gun body with stainless steel fluid passages. Spray guns to be mounted on the carriage. j. Two carriage mounted bead guns capable of spreading glass beads at a rate of 20 lbs. per minute, pneumatically operated from the rear of the gun using a minimum of 50 PSI. Furnished with 4 nozzle inserts with orfice diameters of 7/32 inches, 1/4 inch, 9/32 inches and 11/32 inches. k. Automatic skipline control box for controlling the carriage mounted guns. l. Air filter for moisture separation in air line prior to bead tank. m. In line stainless steel material strainer at hp pump inlet. n. Manual laser guidance. o. Handgun w/25 HP hose. p. With additional lines. q. Reversible striping carriage. (3) Delivery to Stallion Range Center, White Sands Missile Range located near Bingham New Mexico. (4) One day of training of road crew by a factory trained technician. This is a Firm Fixed price award that will be made to a single offeror. From the Federal Acquisition Regulation (FAR), the following provisions and clauses are applicable to this solicitation: 52.212-1, 52.212-3. Award shall be made to the offeror who meets all the specifications above and submits a low priced proposal. Your proposal shall be submitted electronically to Eva Vara at eva.vara@wsmr.army.mil, no later than 3:00 pm (MST) on September 17, 2009. All responsible sources will be considered by the Government. Submissions must be in a format that can be read by Microsoft Office 2003 applications (Word, Excel, and/or PowerPoint).
