Description
This is a combined synopsis/solicitation for Community Information Specialists as specified in the Performance Statement of Work and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PERFORMANCE STATEMENT OF WORK (PSOW) USAG BAUMHOLDER ARMY COMMUNITY SERVICE (ACS) BAUMHOLDER, GERMANY Community Information Specialist 1. The Community Information Specialist falls under the Mobilization and Deployment Program. The Mobilization and Deployment Program is a specialized program designed to assist Families and Soldiers in adjusting to and coping with the demands of and expeditionary Army. 2. Scope of Work: The Community Information Specialist, herein referred to as the Contractor, shall be responsible for providing the Army Community Service Officer (ACSO) and the ACS Mob/Dep Manager ongoing and specialized Information and Unit Service coordination services for the Baumholder Military community. Promote and coordinate the full range of ACS services, information and assistance to Military personnel and their Families who are preparing for, coping with and recovering from deployments. Identify issues encountered by the serviced population and implement policies and procedures that demonstrate sensitivity to the diverse needs of individuals and Families. Provides comprehensive pre-deployment assistance and reintegration and reunion services. Prepare, Coordinate and Conduct the Community Information Brief, assist with FRG training. Work independently and with Family Center staff or other agencies and personnel. Interview, refer and advise individuals and Families on all facets of community resources. Attend all steering committee meetings for assigned units. Assist with various common administrative tasks associated with an ACS. Primary staff for the Community Information Center. 3. Location of Services: The Contractor will have access to the ACS building for the purpose completing tasks as set forth in this PSOW. During normal duty hours (0800-1700) these facilities will be unlocked. 4. Hours: The Contractor shall provide services Monday thru Friday between the hours of 0800 and 1700. Actual hours worked by the Contractor will be scheduled between the Contractor and his/her immediate supervisor. However, during the period of this contract, services may be required to be performed outside of the days and times stated above. The service rate will remain the same. The Contractor shall not provide services on legal U.S. holidays. The legal U.S. holidays are those recognized by the Federal Civil Service calendar. 5. Contractor shall provide the following specific tasks: a. Conduct the Community Information Briefing. b. Perform as Unit Service Coordinator. c. Operate the Community Information Center. d. Perform Information, Referral & Follow-up. e. Coordination, ordering, delivery and distribution of marketing materials to the ACS Marketing Department as needed. Submit requests for DAPs support through the S1 and report costs to the Mob/Dep Manager. f. Input of data into the Client Tracking System on a daily basis. g. The Contractor shall coordinate closely with ACS staff and other community resources to ensure maximum updated information of all programs and events. h. Attendance of ACS staff meeting weekly and other meetings deemed mandatory by the ACSO for the coordination of the abovementioned tasks. i. The Contractor shall follow the Standard Operating Procedures (SOP) for this contract and the Mob/Dep program. j. Contractor shall maintain all customer records as mandated in Army Regulation 608-1. k. Teach classes and facilitate support groups as needed. l. Attendance of Relocation Assistance Coordinating Committee quarterly. m. Contractor has 30 days to become sufficiently knowledgeable to provide services listed in statement of work. n. Contractor assists, as needed. The Mob/Dep Manager. 6. Contractor shall accomplish the following in conjunction with the specific tasks outlined in this PSOW: a. The Contractor shall meet with the Mob/Dep Program Manager weekly to discuss program statistics and progress. This will take a maximum of one (1) hour per meeting. b. In accordance with Relocation Readiness Program procedures, the Contractor shall be responsible for maintaining records and files incident to the services provided by this contract. Files must be maintained in a secured area and are the property of the U.S. government in accordance with ACS SOPs and AR 608-1 and ARIMS. c. Contractor will obtain and maintain a CAC card for computer usage. The Contractor is responsible to complete all training and certification requirements to use the government Local Area Network computer within 3 working days of contract award. d. The Contractor shall present proposed projects and materials to the Mob/Dep Program Manager for review and concurrence prior to publication and distribution in the community. e. Contractor will obtain and maintain a TMP license for the operation of the ACS government vehicle as may be required by normal Mob/Dep Operations. The Contractor is responsible to complete all training and certification requirements to use the government vehicle. f. The Contractor shall become knowledgeable of rules, regulations, procedures and requirements for referral, screening and assistance by ACS (AR 608-1), within the first 30 days of the contract period. 7. Qualifications: a. Must be able to access the installation or be a DoD ID card holder b. Contractor shall have an Associates Degree or equivalent education/work experience. One year of specific work experience may be substituted for education. c. Contractor shall have a minimum of one-year experience in customer service. d. Contractor shall read, understand, speak and write English sufficiently to clearly communicate with and instruct colleagues, supervisors and clients. e. The Contractors fluency in German or Spanish is highly desired. f. The Contractor shall be proficient in the use and application of common software programs mentioned and those in use at ACS, specifically Microsoft Word, Power Point, Publisher and Access. g. Contractor shall possess the ability to present information orally and in written format. h. Strong customer service skills, time management and records management skills are required. Effective professional and non-judgmental interaction with various individuals is imperative. i. Must pass Department of Defense background checks to include (at a minimum) Army Central Registry, criminal background checks through CID, drug and alcohol history through ASAP, and local checks through the Military Police. Contractor must receive clearance through these agencies prior to contract being awarded. 8. Disclosure of Information: Complete confidentiality is imperative. The Contractor shall establish safeguards to ensure confidentiality of all personal and privacy act information that pertains to Soldiers and/or Family members utilizing the services of ACS. Confidentiality of client information and content of group discussion shall be respected. The sharing of client information regarding ACS or any client thereof with any person other than the respective Mob/Dep staff is strictly prohibited. Breach of confidentiality may result in immediate contract termination. Disclosure of personal information obtained through ACS is prohibited. 9. Support: a. Contractor shall be authorized use of ACS telephone/fax for local and long distance calls under the program guidelines on a space available basis. b. A photocopy machine at ACS will be made available for use by the Contractor to fulfill contract requirements on a space available basis. Copies in access of twenty-five (25) that are required for continuing needs will be sent by the Contractor, to reproduction at least two (2) weeks in advance. c. The government will provide office space with a computer with applicable software for the purpose of providing Mob/Dep services. Materials for contract completion (paper, pens, tape, binders, etc.) will be supplied to Contractor as available. The Contractor is responsible to operate the computer in accordance with government guidelines. d. The Contractor shall be responsible for safeguarding all government supplies and property. e. All other supplies or property not available through normal government channels are the responsibilities of the Contractor. f. Contractor shall provide his/her own transportation to and from location where services are to be provided. During duty hours, the Contractor will be authorized to use a TMP, contingent on availability, in conjunction with the provision of services required by this contract. 10. Customers: The Contractor shall encourage and accept all eligible ID card holders. Individuals using classes shall be made up of Family Members of active duty, civilians, retired military, National Guard and U.S. Reserve on active duty status and service members. 11. Physical Security: The Contractor shall establish and implement methods to ensure that physical security of all U.S. Government property and facilities are taken care of. Locking of external doors and windows is necessary when leaving the facility. Internal doors should be locked to protect Government property. Access to office areas should be monitored and limited. 12. Safety: The Contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from damage. 13. Reporting Abuse: The Contractor is a mandated reporter of both spouse and child abuse. If Contractor suspects that a spouse or child may be being abused, the Contractor is obligated to report suspicions to the Military Police at 485-7546 for appropriate investigation. It is not the Contractors responsibility to determine whether or not abuse is actually present. The Contractor is responsible to attend training on Child and Spouse abuse identification and reporting procedures within 30 days of acceptance of contract. 14. Restrictions: Government property made available under this contract is only for use in the performance of services described in this contract. 15. Disclaimer: The government will not be responsible in any way for damage to the Contractors supplies, materials, equipment, or to personal property as a result of fire, theft, accident natural disaster or other events. 16. Liability: For the purpose of this contract, the Contractor is considered an independent Contractor and not as an agent of the U.S. Government. During performance, the Contractor shall be liable and will indemnify and hold harmless the Government, its agents and employees against all actions or claims for damages to persons or property, including death arising or resulting from fault, negligence, wrongful act or wrongful omission of the Contractor, his agents or employees. 17. Compensation: Upon satisfactory completion of services by the Contractor and presentation of invoice IAW terms of this contract, Contractor shall be paid monthly. Contractor is responsible for reporting and submitting personal (Firm) tax information according to IRS laws and regulations. The Contractor is responsible for providing accurate monthly billing statement to the Mob/Dep Manager no later than 1200 noon on the last working day of the month. The Contractor is responsible for sending in own billing information to the Finance office. 18. Inapplicability of Employee Benefits: a. This contract does not create an employer-employee relationship. Accordingly, Entitlements and benefits applicable to such relationship do not apply. b. Payments made under this contract are not subject to Federal Income Tax Withholding. Any tax liability, whether US or Host Nation, is the sole responsibility of the Contractor. c. It is solely the Contractors responsibility to determine his/her reporting and payment responsibilities under Host Nation tax and labor laws. Status as a member of the US Forces under the NATO SOFA Supplementary Agreement does not in itself relieve the Contractor of responsibilities under Host Nation laws. Contractor should consult appropriate authorities and advisors on these matters. Contractor shall hold harmless the US Government for any liability that may arise from the Contractors noncompliance with Host Nation laws. d. Payments under this contract are not subject to the Federal Insurance Contributions Act. Social Security payments are required by law. It is the Contractors sole responsibility to fulfill this requirement. e. The Contractor is not entitled to unemployment compensation benefits under the Social Security Act, as amended by virtue of performance under this contract. f. The entire consideration and benefit to the Contractor will be determined at time of contract award. 19. Subcontracting: a. The Contractor may provide a qualified substitute for a period of time if approved by the Relocation Program Manager. Any projected absence of 7 days or more will require the Contractor to seek a suitable subcontractor. In such case the substitute shall have no claim whatsoever against the Government for services rendered and the price to be paid to the substitute shall be a matter entirely between the Contractor and the substitute. b. In the event the Contractor fails to provide a satisfactory substitute to perform at any time which the Contractor does not perform, the Contractor hereby authorizes the Mob/Dep Manager to procure the services of a satisfactory substitute for the account of the Contractor and the amount paid or owed to the substitute by the Government for such services shall be deducted from any amount due to the Contractor under this contract. This provision imposes no obligation on the COR to exercise the foregoing authority and shall not be construed to diminish the rights of the Government under the clause entitled Termination.
