- Solicitation Cancellation Notice The National Institute for Literacy (Institute) is canceling procurement ED-NIL-09-R-0002 in its entirety. Since the release of the procurement the Institute's understanding of its future work, in light of the proposed 2010 budget proposals and requirements have changed significantly, affecting what is required in product design for the Institute. Additionally, the Institute is exploring whether it needs contractor assistance in updating and maintaining visual themes for its products to ensure brand identity. Therefore, the Institute is reducing the scope of work referenced in the current statement of work and exploring what additional requirements, if any, would be necessary to assist the Institute in its closure/transition year.
