- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations, on a sole source basis, with The Entwistle Company (TEC) of Hudson, Massachusetts to institute a Conversion in lieu of Procurement (CILOP) of the A/S32P-25 Shipboard Fire Fighting Vehicle (P-25). TEC has been the sole provider of shipboard fire trucks for the past thirty years and has made substantial investment to acquire and maintain technical data and tooling used to manufacture the P-25. TEC is the original equipment manufacturer (OEM) of, and maintains supportability and uniformity of the P-25 for the US NAVY. TEC has developed a modified configuration of the original P-25 that resolves all currently known obsolescence issues. TEC, therefore, is the only source with the technical expertise and knowledge to perform this CILOP. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
