Description

This contract action is for services for which the Government intends to solicit and negotiate with only Smooth-On! Inc. under the authority of FAR 6.302-1. The U. S. Army ERDC has concluded that Foam-iT! 10 SLOW (Formula 94-305) is the only product that meets all performance requirements based their extensive laboratory and field tests in 2006 and 2007. The U.S. Air Force further confirmed the performance of this product in a full-scale demonstration of runway crater repair in April 2009. Smooth-On Inc. owns this proprietary product and is the only supplier on market at this time.The work includes, but is not limited to, mixing, dispensing and allowing the foam to react within a simulated bomb crater. The reaction must take place within 2-4 minutes and be capable of supporting a thick concrete cover almost immediately. This foam must expand many times its original volume (unreacted) and provide densities of 10 pcf to provide adequate strength in the field. Finally, the product must be packagable in various size containers and be stable enough to place in large volumes.(See Number Note 22).
