Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award on a sole source basis to Seaboard Fisheries Institute, Inc., 188 W Main Street, Penns Grove, NJ 08069. The procurement is using Simplified Acquisition Procedures and no other supplies or services will satisfy agency requirements. This requirement is for research studies on oyster and sturgeon population dynamics for the Delaware Estuary Salinity Monitoring Study, Delaware and New Jersey. The Corps nonfederal partner on the Delaware Estuary Salinity Monitoring Study is the South Jersey Port Corporation (SJPC). SJPC has contracted with SFI to conduct various tasks associated with the Delaware Estuary Salinity Monitoring Study. There are several essential tasks that Seaboard Fisheries Institute is uniquely qualified to conduct in association with their established working relationships with the organizations that initiated these studies and possess the proprietary data and field expertise for this field work. Those tasks include utilizing a physical model to identify dominant circulation phenomena in Delaware Bay, and assess current population distribution patterns and movements of sturgeon in the Delaware River and Bay by expanding upon acoustic telemetry studies currently in place. No RFQ will be issued based on this notice. However, all information received within five (5) calendar days after date of publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. All contractors are required to be registered in the DoD Central Contractor Register before award as required by DFARS 204-7300.
