Description
The National Polar-Orbiting Operational Environmental Satellite (NPOESS) System Integrated Program Office, National Oceanic and Atmospheric Administration, U.S. Department of Commerce intends to negotiate on a sole source basis, citing 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements", with The John Hopkins University/Applied Physics Laboratory (JHU/APL) for critical expertise and post launch support for the project entitled "Space Environment Monitor (SEM-N) NPOESS" under FAR 15, Contracting by Negotiating. This acquisition is from the Contracting Activity U.S. Department of Defense (DoD), United States Air Force, Space and Missile System Center (SMC), National Polar-Orbiting Operational Environmental Satellite System (NPOESS), Integrated Program Office (IPO) for the capable of providing measurements of the energy spectrum and directional distribution of charged particle fluxes in the vicinity of spacecraft. The measurements are indicative of the population of the Earth's radiation belts and of charged particle precipitation phenomena resulting from solar activity. Such measurements are vital for specifying terrestrial space weather phenomena that can adversely affect military and civilian systems that operate within an/or through space. The NAICS code under this procurement is 336414, and the size standard of 1000 employees. This notice constitutes the required publication of a proposed contract action in accordance with FAR 5.203. Interested persons may identify their interest and capability statements received within 15 days after date of publication of this notification will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be honored.
