Description
Site Visit - Demolition of Buildings 657 and 659 Sept 15, 2009 Robins AFB GA The following information was provided/reiterated by the Contracting Officer: This is a Service Disabled Veteran Owned Small Business Set Aside. Only proposals from companies certified as such will be considered. If you are teaming, the award will be made to the SDVOSB and, per clause incorporated in the solicitation, the SDVOSB employees must do 25% of the cost of performance. These projects are not yet funded. The Government may fund one, both or neither of the demolitions. That is why proposals are to be for 4 line items as directed in the solicitation. This is a Services acquisition, not a construction acquisition. The Service Contract Act will apply, not the Davis-Bacon Act. The applicable Wage Determination was included in the attachments to the solicitation. There is no construction bond required, and certified payrolls will not be required. Contractor Questions: Q1. Will the buildings be emptied? A1. The government shall remove all stored materials in building 659. All equipment and materials bolted to the facility (such as the chain link fence observed at the site visit) shall be demolished with the building by the contractor. The government has already removed all equipment from building 657. The contractor shall remove all remaining materials left on site. Q2. Does the contractor include hazardous material abatement in the base proposal? A2. The contractor shall only include hazardous material testing per the statement of work. The existing roofing material has been identified as asbestos containing material. The Contractor shall include full roof abatement in the Base Bid Proposal and testing for all other areas. Should the tests discover other areas requiring abatement, a change order will be negotiated with the awardee. Q3. Can concrete be crushed on site? A3. Concrete can be crushed on site only if the material does not contain hazardous materials and proper dust control measures are taken. Q4. What is the roof material? A4. The roof consists of rolled tar paper on a wooden deck. The roof material should be tested for any hazardous contaminates. Q5. What is the area of the buildings? A5. Stated in first paragraph of Work Statement. Q6: How much of the parking space pavement is to be demolished? A6: Demolish the pavements even with the existing road edge, as indicated in paragraph 1.7 of the Work Statement. Do not demo the access road. Q7: The SOW calls for hydro-seeding the site for soil stabilization in appendix C. There was concern about the Bermuda getting choked out? A7: Hydroseed per paragraph 1.7 of the Work Statement. The following questions were submitted in writing: Q8: How long does EMS training take? A8: Fifteen-twenty minutes. Q9: How many storm inlets are to be installed? A9: It does not appear there are any, even though it is mentioned in paragraph 1.3 of the Work Statement. This will be verified by government personnel making a return visit. Please prepare proposals as if there are none. Any change to that will be forwarded/posted tomorrow. Q10: Will bid date be extended past 9/21/2009? A10: No, that is not anticipated at this time.
