- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the Commercial Test Program for commercial items found in FAR 13.5, as supplemented with the additional information included in this notice. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both government points of entry NECO (http://www.neco.navy.mil/) and FEDBIZOPPS (https://www.fbo.gov). The RFP number is N68836-09-T-0377. This announcement constitutes the only solicitation; a written solicitation will not be issued. All references to Federal Acquisition Regulation clauses can be viewed at http://farsite.hill.af.mil. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-24 and DFARS Change Notice 20040625. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil.dpap/dfars/index.htm. The Fleet and Industrial Supply Center (FISC), NAS Jacksonville, FL. requires Laundered Shop Towels and Rental Services under a requirement contract for one year with four option years. This requirement is being solicited on an UNRESTRICTED basis. A single award, to a sole company will result from this solicitation N68836-09-T-0377. The North American Industry Classification System (NAICS) Code is 812332 with a Standard Size of $14.0 million. NOTE: INTERESTED COMPANIES SHALL SPECIFICALLY STATE WITHIN THEIR PRICING PROPOSALS TECHNICAL CAPABILITIES BY MEANS OF ADDRESSING ALL SECTIONS OF CATEGORIES 2.0 AND 3.0 as specified in the statement of work (SOW) attached hereto. INTERESTED COMPANIES SHALL PROVIDE SAMPLES OF ONE EACH LARGE SIZE AND SMALL SIZE SHOP TOWELS PER THE SOW. SUBMITTAL OF PRICING PROPOSAL AND SHOP TOWEL SAMPLES ARE REQUIRED TO BE RECEIVED BY FISC CONTRACTING BY September 24, 2009 9:00 Am Eastern Standard Time. Responses and samplings received after this deadline may not be considered. All responsible may submit a proposal and sampling which shall be considered by the Agency. ** This solicitation and any subsequent amendments will be posted on the NECO website: http://www.neco.navy.mil and interfaced with Fedbizopps (https://www.fbo.gov). Prospective quoters are responsible for monitoring the site for any amendments. All interested companies must be registered in the Central Contractor Register (CCR) and Online Representations and Certifications Application (ORCA) in order to receive an award. All interested quoters must be willing to invoice electronically through Wide Area Workflow (WAWF). Information on WAWF can be obtained at http://www.wawftraining.com. Quoters bear the burden of ensuring that quotes (and any amendments) reach the designated office on time and should allow a reasonable time for facsimile transmissions to be completed. Any facsimile transmission must clearly state the solicitation number and the name of the contract officer on the first page to ensure proper receipt.
