Description
NASA/DFRC has a requirement for one pilot for the Automatic Collision AvoidanceTechnology/Fighter Risk Reductions Project (ACAT/FRRP)The specifications are:(1)F-16 aircraft flight experience(2)Extensive previous Automatic Ground Collision Avoidance System (AGCAS) flighttest experience to support design and requirements development for both FRRP and tosupport production efforts. Must include:a.Nuisance Criteria and GCAS envelope expansion experienceb.Must be available to the project at a minimum of a 25% Work Year Equivalent (WYE)level. Tasks will include:i.Primary crew member for test flightsii.Test plan developmentiii.Pilot-vehicle interface for test and future platformsiv.Aid in reporting and briefing[SOLE SOURCE EXPLANATION]NASA/DFRC intends to obtain the piloting services from Calspan Corporation. CalspanCorporation is involved in the current AGCAS flight test project and has the necessaryand desired experience to perform the pilot function. Calspan has conducted AGCASresearch in the past, and have pilots who have the breadth of experience with AGCAS thatis required for this project. Additionally, Calspan has pilots that are certified testpilots, current in the aircraft being used for the AGCAS test. This is a continuation of the current AGCAS test project that Calspan is involved in.[FOLLOW-UP AND LEGAL]The Government intends to acquire this requirement using FAR Part 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon September 21, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Offer from Calspan Corporation is due no later than 2:30p.m. localtime on September 24, 2009.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
