Description
Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: AG-43ZP-S-09-0007 This solicitation is issued as a request for quotation (RFQ). Contracting Office Address United States Department of Agriculture, Forest Service, Southern Region, Southern Administrative Zone, 1720 Peachtree Road, Room 876S, Atlanta, GA 30309 Description Scope of Contract: The objective of this contract is to assemble 1,500 land title files, inventory those files, and label new file folders. The contractor would be required to complete the following tasks: 1.) Assemble Land Title Files 2.) Enter files into an Inventory Database 3.) Label files appropriately General Work Requirements: All work will be performed in accordance with Forest Service technical specifications which will be set forth in each task order. These tasks include, assembly of land title files, inserting placeholders in the appropriate locations, inserting data for each title file case into an inventory database, and properly labeling the title files. Government data and/or property may be furnished in accordance with the Government Furnished Property Clause as needs dictate, and will be determined at negotiation of each task order. Contractor will be responsible for furnishing all labor and returning Government provided data in the same condition as it was received by the Contractor. The Government will provide the software and hardware necessary for the services, all work will be performed on Government site(s). Performance Period: The delivery date for the services under this contract will be 6 months from notice to proceed. Inspection and Acceptance: The COR (Contracting Officer’s Representative) will inspect and accept or reject the services to be provided under this contract. The COR will be allowed twenty one (21) calendar days to accept or reject required deliverables. Government Furnished Property: Land Status land adjustment case files, inventory database, file folders, labels. Measurement and Payment: Invoices shall be processed upon completion and acceptance of work on a monthly basis. Description of Work: Assembly: 1. Identify and set aside the title documents from the existing case file. Remove all staples, paper clips, etc. from the title documents. 2. Arrange documents into the following categories (see title_file_documents_to_be_scanned.xls spreadsheet): Title Opinions Title Insurance/Abstracts Deeds/Conveyance documents Certificates Options/Contracts Vouchers Notification Letters Supporting documents Maps/Plats Basic Information Sheets Database Inventory: 1. Use a Microsoft Office Access database to enter unique identifying data about each title file for inventory and tracking purposes. Label Files: 1. Label files with 3 labels identifying the file code, case name, and type of file necessary for sending files to the Federal Records Center. Knowledge Required: The contractor selected must have the following: 1. Ability to read and understand legal land descriptions, land titles, and tract maps 2. Ability to read and understand legal documents 3. Ability to examine numerous documents, letters, and forms and determine their completeness, acceptability, and significance to the title file 4. Knowledge of the Forest Service Records Management Handbook in regards to assembling a Land Title File (FSH 6209.11,41-Part 7) This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33 and the current FAR effective on September 15, 2009.
