Description
The South Texas Veterans Health Care System (STVHCS), intends to negotiate a sole source procurement for annual online medical library subscriptions for the period of October 1, 2009 thru September 30, 2010. This online service will provide users within the STVHCS internet access to full text and bibliographic information from medical and nursing journals and textbooks. Ovid is believed to be a sole source provider due to this vendor having a database that provides access to all identified resources through a single interface and allows for cross-database searching. Description of the publication information to be provided are as follows for 3 user access: Ovid Core Biomedical Collection 2008; Ovid Biomedical Collection II 2009; Ovid Biomedical Collection III 2008; Ovid Mental Health Collection 2009; Ovid Nursing Collection I 2009; Ovid Nursing Collection II: Lippincott Premier Nursing Journals; (10 user access) for Medline (1950-date; and (unlimited site access) LWW Medical Book Updated Edition Collection; British Medical Journal; Gut; Journal of Clinical Pathology (Molecular Pathology); Journal of Neurology, Neurosurgery & Psychiatry (JNNP); Thorax. North American Industry Classification System 519130 applies. The small business size standard is 500 employees. This procurement is being conducted in accordance with Federal Acquisition Regulation subpart 13.501(a)(2)(I), test program, using simplified acquisition procedures. This notice is not a request for competitive quotes; however, any firm that believes it can meet the above requirements must give written notification to the Contracting Officer prior to response date specified in this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Determinations made based upon responses to this notice is solely within the discretion of the Government. No solicitation document is available and telephone requests will not be accepted. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. If no valid responses are received, the South Texas Veterans Health Care System will proceed with the procurement. Valid responses must be received in writing, fax submissions must be followed up with a confirmation of receipt to Contracting Officer at email, Sally.Lanoue@va.gov or via phone 210-616-8357. Responses must be received no later than 4:30pm CST, September 23, 2009.
