- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPORTUNITY HAS BEEN DESIGNATED AS AN 8(a) SOLE SOURCE SET-ASIDE. The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to award this contract to the 8(a) contractor, Just Bucket Excavating, Inc. of Albany, OR. The requirement of this contract includes: Replacement of the diversion culverts and sluice gates to Gorrie Creek and the installation of fish screens; Placing fill material to reduce bank slope and channel width between F Street Bridge and the Mill Pond to match the rest of the Millrace channel and provide a buffer from the lumber mill; Removal of the Mill Dam and bridge and associated sheet piling, fill, fish ladder, and retaining walls; Cutting back storm drain outfalls near the Mill Dam and routing existing subsurface vault outlets into two storm water detention basins designed to treat storm water from the Booth-Kelly site prior to discharge into the Mill Race; Excavation and grading of a new Mill Race channel through the Mill Pond and creation of wetlands and backwater sloughs; Creation of an off-line fire protection pond with inlet culvert, fish screen, and backflow valve adjacent to the upper end of the Mill Pond area; Excavation and grading to flatten the left bank between the Mill Dam and 7th Street Bridge; Wetland and riparian re-vegetation/restoration in former Mill Pond area and surroundings on public lands; and Recreation features including a pervious concrete and boardwalk loop trail, and educational/interpretive signage kiosks at the Mill Pond area. The USACE intends to award this contract as an 8(a) sole source set aside under the Small Business Act. The NAICS Code is 238910 and the small business size standard is $33.5 million. The Magnitude of Construction is $1,000,000.00 to $5,000,000.00. No other proposals for this contract will be accepted.
