- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. (iv) This procurement is being issued as a 100% Small Business Set-Aside under NAICS code 713990 and small business size standard $7.0 M. (v) (1) Services, non-personal: Contractor to furnish all labor, tools, parts, materials, equipment, facilities, transportation, and supervision necessary to provide: Interlocking Floating Docks in accordance with the attached statement of work. (vi) 52.232-18, Availability of Funds, applies to this acquisition. This is an unfunded requirement, funds are not yet available. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (vii) Delivery is to take place 30 days ARO. FOB Destination is preferred to Vandenberg AFB, CA 93437 (viii) The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. (ix) 52.212-2, Evaluation--Commercial Items applies. Quotes will be evaluated on price. (x) Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, or complete on ORCA website: http://orca.bpn.gov/ with its offer. (xi) Clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. STATEMENT OF WORK floating dock sections, 48" X 96" X 20" high(thick), Polyethylene.150 nominal wall thickness, Foam filled, interlocking or equal 30 EA, with the accessories as follows: 2" pole connectors or equal 50 EA, Underneath float connectors or equal 40 EA, Cleats 7" X 1.35" or equal 40 EA. Add-on capacity. Quote to include shipping FOB destination. "Notice to offeror: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date."
