Description
NASA/DFRC has a requirement to procure a Liquid Nitrogen Storage and DeliverySystem (1 each) in accordance with the attached Statement of Work, which may be accessedat http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); technical proposals arebeing requested and a written solicitation will not be issued.Offerors are required touse the On-Line RFQ system to submit their proposal. The On-line RFQ system is linkedabove or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ.The proposals will first be evaluated on a pass/fail basis on their ability to meet allelements in the Statement of Work. In order to obtain a pass rating for the technicalproposal, offerors must demonstrate a thorough and complete understanding of allrequirements in the Statement of Work (SOW). In addition, offerors must demonstratesuccessful past performance (experience) in performing efforts of similar scope andcomplexity of this requirement. It is the government's intent to award on an "all ornone" basis. Those technically acceptable proposals shall then be evaluated on price.All technical proposals shall include three (3) years of past performances. Informationshall include points of contact, telephone numbers, project title and award amount.Davis-Bacon wage determination number CA080031, Modification No. 34 dated September 4,2009, is applicable to the construction portion of this solicitation.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (preferably by e-mail)NLT September 18, 2009. It is the quoter's responsibility to monitor this site for therelease of amendments (if any). Potential quoters will be responsible for downloadingtheir own copy of this notice, the on-line RFQ and amendments (if any).An ombudsman has been appointed - See NASA Specific Note "B".Any referenced notes may be viewed at the following URLs link below.
