Description
THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. A WORK ASSIGNMENT IS BEING AWARDED UNDER THE REMEDIAL ACTION CONTRACT 2 (RAC2), CONTRACT NO. EP-W-06-006. In compliance with the American Recovery and Reinvestment Act (ARRA) of 2009, the Government posts this special notice of intent to issue a Work Assignment (WA), 015-RARA-088G, under an established, competitively awarded, Cost Plus Fixed-Fee (EP-W-06-006) contract. The purpose of this Work Assignment is to obligate $5,000,000.00 for the continuation of the Remedial Action (RA) activities for support of the Bountiful Woods, Superfund Site. The work assignment is to complete the Remedial Action (RA) that meets the RA objectives presented in the Record of Decision (ROD) and the performance criteria and specifications provided in the Remedial Design Report (RD). The WA requires the contractor to furnish all necessary and appropriate personnel, including subcontractors, equipment, materials, and the technical services needed for, or incidental to, performing and completing the RA. The RA implementation is based on a groundwater extraction and treatment system, designed to pump PCE contaminated groundwater and treat the water by using liquid phase granular activated carbon (GAC) equipment. The system controls will be fully automatic and will be sized to handle a normal flow rate of 80 gpm and a maximum flow rate of 140 gpm. The system will be capable of removing VOCs contaminants to the design effluent concentrations as described in the RD. The work assignment will be using funding from the American Recovery and Reinvestment Act of 2009 to continue the remedial action work. The period of performance of this WA is from September 10, 2009 to August 31, 2011. Although the Agency's RAC2 contracts were not awarded as fixed-priced contracts, they were awarded competitively, and each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed.
