Description
USAID/Senegal Blanket Purchase Agreement to carry out a series of studies, analyses and provide expert advice with the goal of increasing economic growth, agricutlure and natural resource management, improving the quality of education, and supporting good governance and democratic processes in Senegal. USAID Senegal is seeking to put in place a Blanket Purchase Agreement (BPA) between one or more firms that would allow USAID, at a future date, to contract simply and quickly with this firm(s) to provide services. The BPA, in and of itself, does not directly or automatically provide funding to the winning firm(s). The competition for the BPA allows any and all firms interested to submit their proposals to USAID describing how their firm is capable and qualified to perform the duties outlined in the BPA. The wirming firm(s) would then have signed agreement with USAID through which future contracts could be let easily. For example, one of the tasks described in the BPA is for event planning. An interested firm with capabilities in event planning could compete for the BPA. If successful, the firm would then be able to be contacted by USAID at relatively short notice to organize and prepare a workshop or seminar. The same situation follows for firms interested and having capabilities in the other three core areas described in the BPA: economic analyses, evaluation and strategy development, and coordination. The combined value of all orders placed will not exceed $5,000,000 over the 5 year (with a 3 year option) period of this BPA. Note: USAID is encouraging interested Senegalese to participate in this call for proposals. Partnerships between a US Firm and Senegalese sub-contractors which can provide a unique set of skills at a reasonable cost are encouraged to apply. This BPA procurement will be advertised both within Senegal and via www.fedbizopps.gov.
