Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W9124J-09-R-0069 and is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-36. The associated North American Industrial Classification System (NAICS) code is 541511, with an associated small business size of $7.0M. This requirement is a 100% set-aside for Service Disabled Veteran Owned Small Businesses and only qualified offerors may submit proposals. The Mission and Installation Contracting Command - Ft. Sam Houston, TX has a requirement to produce a web-enabled tool for analyzing U.S. Army Soldier mental health profiles in accordance with the attached Performance Work Statement (PWS). The Contractor shall process and analyze U.S. Army Soldier population data and mental health data, including admission data, rehabilitative and convalescent data, encounter data, and mortality data. Data sets will be provided by the Government. The Contractor shall perform data quality checks. Following data analysis, the Contractor shall develop SAS static and dynamic web-enabled analysis and reporting to deliver user friendly graphs and numerical diagrams for dynamic queries on the Center for AMEDD Strategic Studies (CASS) web site. The Contractor shall create a web-enabled SAS/IntrNet web interface on the CASS web site. Evaluation of psychiatric impairment is a multi-faceted process. The application should provide descriptive statistics and graphs to illustrate the various levels of data, and provide results of hypothesis testing and 95% confidence intervals to benchmark statistical findings. This work also includes assessment of risk among different demographic groups and monitoring of monthly rates of mental diagnoses. The Contractor shall process the US Army Medical Department (AMEDD) Table of Organization & Equipment (TOE) and Table of Distribution & Allowance (TDA) Standard Inpatient Data Record (SIDR) electronic files and merge individual SIDR records with appropriate DMDC electronic files. The Contractor shall analyze the mental health data and create SAS static and dynamic graphs, charts, and reporting mechanisms and create a SAS web enabled interface of reports for the CASS web site. The Government intends to award a single, firm-fixed price purchase order. The Government requires contract completion within 12 months from date of contract award. However, offerors may propose a shorter completion period. Accordingly, offerors may propose an accelerated schedule by entering the proposed number of months. Offerors proposing a delivery period exceeding the governments requirements may be rejected. CONTRACT TERMS AND CONDITIONS: See attached Contract Terms and Conditions. The Government will notify contractors of any amendments to the RFP by posting them on the Federal Business Opportunity (FedBizOpps) website at http://www.fbo.gov.
