Description

RECOVERY - Partial funding for this Aeration (Degasser) Building construction project will be made with funds from the American Recovery and Reinvestment Act ("Recovery Act") of 2009. Approximately seventy three (73%) percent of total project funding will be funded with Recovery Act funds to include the Base Proposal (civil/site, structural, architectural, degasser structures, and electrical work). Approximately twenty seven (27%) percent of total project funding will be funded by Non-Recovery Act funds to include Additive Proposal Items 1, 2 and 3 (mechanical, Fiberglass Reinforced Plastic (FRP) frame/grating/railing structure with mezzanine, and oxygen generation system). The U.S. Fish and Wildlife Service (USFWS), Region 5, is planning a solicitation to construct a new Aeration (Degasser) Building at the Allegheny National Fish Hatchery located in Warren, Pennsylvania. This solicitation will use a multi-step technical evaluation/proposal process as outlined in the Federal Acquisition Regulation (FAR), Part 15. The ultimate contract award will be based on a "Best Value Continuum". The project consists of the construction of a new Aeration (Degasser) Building and associated equipment necessary to treat the existing hatchery ground (well) water source. Includes piping and necessary civil work to provide a raw influent and treatment effluent water supply, construction of Concrete Masonry Unit (CMU) building to house degassing equipment, new forced air degassing columns and integral low head oxygenators (LHO) and related air supply ducts, internal building support structures, hydraulic reservoir (wetwell) and effluent channel, oxygen supply units, electrical service, instrumentation and controls. The estimated magnitude of this project is between $1,000,000. and $5,000,000. The NAICS code is 236220. This procurement is unrestricted. As part of the first step, which is the technical evaluation process, interested firms shall submit, in writing, their qualifications based on the listed requirements below and those determined qualified will be asked to submit a cost proposal (step two) in accordance with FAR 15.203. Interested firms shall present a minimum of five (5) new building construction projects undertaked within the last ten years. The following information shall be provided for each of these projects: 1) project name; 2) original budget; 3) change orders; 4) summary of work; 5) date of completion; and 6) client name, address and phone number. Qualification factors used for the evaluation of firms shall be; 1) Multi-discipline experience with similar projects (15%); 2) Ability to provide projects on time and within budget (15%); 3) Experience in complex water handling and water/waste treatment systems (30%); 4) Past experience in working with Fiberglass Reinforced Plastic (FRP) products (20%); and 5) Past experience in installation of oxygen generation systems (20%).
