Description
Intent for a sole source award for “D-U-N-S On-Ramp Exchange Visitor Program Website and Database.” The U.S. Department of State intends to award commercial a noncompetitive contract to Duns & Bradstreet, Inc. for maintenance of a D-U-N-S On-Ramp Exchange Visitor Program Website and Database. Duns & Bradstreet is the only organization that produces the D-U-N-S numbers, which all participants and organizations involved in the Exchange Visitor Program (EVP) will be required to obtain. This purchase will be made as an Other than Full and Open Competition as authorized by 41 USC 253(c)(1), FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The anticipated award date is September 25, 2009. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for this sole source procurement is for the continuation of support and maintenance of the D-U-N-S On-Ramp Visitor Exchange (EVP) website and database to provide the Department with risk management reporting for the EVP sponsors. A pending Department regulation will require all EVP applications and sponsor organizations obtain and utilize a D-U-N-S number. This will allow the Department to acquire comprehensive information on an organization’s finances, history, operations, business background, payment habits, public filings, and additional details of associated businesses and special events. In addition, the Department will also receive access to review detailed information about each EVP applicant and sponsor. It is an essential step in due diligence in assessing each application, both upon initial designation and redesignation by the Department. Obtaining these reports is essential to proper Department oversight for sponsor organizations. The initial award will be funded in the amount of $5,000.00 with the additional $21,812.34 to be funded over a 4 year period. The Government has researched this requirement and found that Duns & Bradstreet, Inc. is the only organization providing this service in the U.S.
