Description
This file contains the RFQ submission instruction, and statement of work (SOW) with appropriate FAR clasues. Request for Quote - Combined Synopsis/Solicitation for Transportation Services which include Pick-Up and Delivery of twenty-four (24) Chevrolet Tahoe Vehicles to various CONUS and OCONUS locations. This acquisition supports the Office of Equipment Development Group, Federal Communication Commission. 1.This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information-included in this notice. This announcement constitutes the only solicitation; technical and price quotes are being requested and a written solicitation will not be issued. The solicitation (RFQ09000100) is being issued as a Request for Quotation, This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisitions Regulations (FAR). All responsible sources may submit a Quotation. 2. The North American Industry Classification System (NAICS) code is 484121 General Freight Trucking, Long-Distance, Truckload (Transportation). Offerors must be registered in the Central Contractor Registration (CCR) at http: //www.ccr.gov. in order to be considered for award. 3. FAR Clauses 52-212-1 through 52-212-5 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The Government contemplates awarding of a Firm Fixed Price contract resulting from this solicitation. Description of services: The Federal Communication Commission (FCC) intends to make a single contract award for Transportation Services which include Pick-Up and Delivery of twenty-four (24) Chevrolet Tahoe Vehicles to various CONUS and OCONUS locations. See the following specifications that will provide the minimum requirements for the services for performance: The contractor shall provide all supervision, labor, materials and transportation required for contract services related to shipment of twenty-four (24) Chevrolet Tahoe vehicles from 3600 Hiram-Lithia Springs Rd., Hiram, Georgia 30141 to various locations throughout the United States as listed in the statement of work (SOW). The contract will include all needed work to pickup and deliver all vehicles directly to the designated locations. All vehicles will be ready for pickup by vendor on Monday, November 2, 2009 at 9 a.m. ET. The successful offeror must anticipate necessary fuel costs during bidding for the required delivery time period but can include an additional billing cost if fuel costs are 20% higher than first quoted. Vehicles will not have any damage or loss during shipment. Preliminary Time Schedule Work shall be performed on an ongoing basis beginning November 2, 2009 and going through November 30, 2009 at best times possible as circumstances dictate to ensure timely delivery. Tasks: Pickup and delivery of 24 vehicles to various FCC field office locations as listed in the attachment, to include all necessary efforts to retrieve and place on the curb desired by the FCC official on site. 5. The Government will award a single contract resulting from this RFQ to the most responsive offeror, whose offer represents the best value in terms of technical capability and price. 6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representation and Certification - Commercial Item. Vendor shall submit the following documents in response to this RFQ: a. Quotation Cover Page (see attached document) b. Terms & Conditions for deliverables as described, above c. Technical Capabilities Statement (Not-To-Exceed 10 Pages) d. Past Performance Reference (List three (3) contracts of similar requirements) e. Price Quotation 8. Offers are due September 18, 2009, 5:00 PM, EST. Submit offers or any questions to the attention of Mr. Arnett Rogiers, Deputy Chief of Contracts & Purchasing and copies to Ms. Joyce G.
