Description
Sources Sought/Request for Information (RFI) The purpose of this RFI is to search for qualified Small Business firms in accordance with FAR 19.202-1 capable of assisting the Intelligence and Security Commands (INSCOM) on global requirements for a variety of service contracts. Specifically, INSCOM is seeking potential sources capable of providing expertise on competitive performance based acquisition for services. INSCOM provides operational execution of contracts supporting a variety of Intelligence requirements. The Directorate of Contractings (DOC) requires acquisition subject matter experts able to perform/advise on performance based acquisitions (PBA), contracting, workforce effectiveness, knowledge management, and all contractual requirements (mostly pre-award). In addition, the awardee will assist in developing and providing acquisition planning, solicitation preparation, approval and issuance, receipt and evaluation of offers, awards decision and documentation, contract administration and management. Additionally, services will provide, but not limited to: drafting any related acquisition documentation such as Statement of Objective (SOO), Performance Work Statement (PWS), PBA requirements, Source Selection Plans (including evaluation criteria), Acquisition Plan, Business Clearance Memorandums, and any needed acquisition written documentation, including: Development of special clauses as necessary relating to such matters. Offeror will provide assistance to requiring activities, DOC, Contracting Officer (CO), and the Contract Specialists with any acquisition requirement, but not limited to: research, researching files, providing recommendations for acquisition business process improvement, and development and presentation of formal acquisition training and/or informal just-in-time (JIT) training modules, specifically tailored for context and audience. The anticipated period of performance for this contract will be one base-year plus four option-years. This contract(s) will be performance-based, and competition will be conducted in accordance with FAR Part 15. The North American Industry Classification System (NACIS) is 541611 (Administrative, Management and General Management Consulting Services). This is a request for information only. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict INSCOM to an ultimate acquisition approach. No contract will be awarded from this announcement, and requests for information or inquiries will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. Firms responding to this notice are also requested to provide INSCOM with statements addressing the questions below, along with a capability statement. Responses to the RFI shall be limited to 10 pages or less, font 12, Times New Roman. Graphics and charts must be legible and visible to the average naked eye (if included). Responses may be submitted in hard-copy format, either in document/folder form or electronic submissions shall be sent to the attention of Frank Villamizar and e-mailed to frank.villamizar@us.army.mil. Electronic submissions must be received no later than 2:00 PM (Eastern Time), Monday, September 21, 2009. Dependent upon the results of this market survey, INSCOM may subsequently issue a Request for Proposal (RFP) to acquire the support services. Telephone inquiries will not be accepted. A solicitation is not currently available. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought notice are not considered adequate responses to any future solicitation announcements. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of future solicitations.
