AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 20051433 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 332439 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-09-14 18:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The DHS Customs and Border Protection requires the following items, Purchase Description Determined by Line Item, to the following: LI 001, One (1) 20 foot by 8 foot 'Connex' style Shower Building. Please see Statement of Work (SOW) located at www.fedbid.com for specifications that must be met. Unit price must include the cost of shipping, handling, delivery, unloading and any fuel charges if applicable, and all other items specified in the SOW. Please bid on meet or exceed to specifications., 1, EA; LI 002, One (1) 20 foot by 8 foot 'Connex' style Kitchen Building. Please see Statement of Work (SOW) located at www.fedbid.com for specifications that must be met. Unit price must include the cost of shipping, handling, delivery, unloading and any fuel charges if applicable, and all other items specified in the SOW. Please bid on meet or exceed to specifications., 1, EA; LI 003, Two (2) 20 foot by 8 foot 'Connex' style Dormitory Building. Please bid on meet or exceed to specifications., 2, EA; For this solicitation, DHS Customs and Border Protection intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Customs and Border Protection is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. See SOW for details. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. Award will be made on best value to the government based on technical acceptability, price, delivery and past performance. In order to be considered for this solicitation vendors MUST document exactly what they will be providing. Q: How do you want to place the twin beds? Does this mean there is 3 beds in each building, or how are you going to get 6 beds and the closets in such a small space? Where do you want the door and the escape hatch? Do you want the wheels under the box, or out to the side? This will affect the door location.A: This info was obtained from our end-user who is on travel status at the moment: Beds: There are to be three (3) sets of double bunks in each of the dorm buildings. One each would fit at either end of the building and one lengthwise in the center with the wardrobe/closets on either the head or foot of each bed or along the walls. Door/Escape Hatch: Section 1.11 of SOW states that the hatch would be opposite the door. Wheels: Under the trailer please. Q:On the two units that have plumbing installed, do you want the plumbing under the floor, or do you want a false floor in the building? Do you want the A/C unit on the front or the back of the trailer? The plumbed units need the water heater pressure pump installed in a box on the tongue of the trailer. This means that the A/C would need to go to the back. We still need a floor plan as to where to put the furniture and the emergency escape hatches. Since we have a tandem axle trailer, we cannot put the hatch in the middle. This affects the furniture amount and placement.A:Questions answered by end-user as follows: The plumbing needs to be weather resistant and will not freeze in the winter. This does not require a false or raised floor. The AC units can be either front or rear. in the shower trailer, they are opposite the shower stalls, in the dorm trailers and common trailer front or rear is acceptable. The water pressure pump can be set up so only half of the front container doors open (one out of two) and the door that remains closed can house the AC unit. As far as the floor hatch, it does not go over the axle and the furniture placement is based around the hatch so it is not covered. Added Q and A attachment for further reference
