Description
The Social Security Administration (SSA) intends to negotiate solely with IBM Corporation, 6710 Rockledge Drive, Bethesda, MD 20817 under the authority of 41 U.S.C. 253 (c) (1); FAR 6.302-1. This action will provide Premium Support for Tivoli License Compliance Manager (TLCM). TLCM allows SSA to create a real-time inventory to all mainframe software products by LPAR, user, application and frequency of use. It also allows the tracking of software costs by individual product. In the past, these functions were not readily available to software managers or planners because of the diverse groups who install, maintain and use multiple software products in SSA's mainframe environment. Historically, this has not presented a major problem because workloads were seldom, if ever, moved across Logical Partitions (LPAR) or physical machines. Premium support is an enhancement to standard maintenance. Standard maintenance provided telephone support, patches, fixes and upgrades. Premium support provides an IBM Subject Matter Expert (SME) assigned SSA to support the initial implementation and LPAR reconciliation of this product. The SME will not only have source code and IBM-specific technical knowledge, but will be able to directly access and coordinate within IBM's support organization. This enhanced support is necessary during the labor intensive first year of installing and implementing TLCM. IBM TLCM is a proprietary software product licensed to SSA by IBM. Premium Support of TLCM is not available from IBM resellers. Only IBM has access to the source code or has access to IBM's support infrastructure. The Government anticipates the award of a firm-fixed modification to existing contract SS00-08-30164 for the TLCM Premium Service. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, expertise, and other pertinent data. Pricing data may be submitted. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation and the Government does not intend to pay for information received. If SSA does not identify other acceptable sources capable of providing the premium support, SSA shall issue a sole source award under 41 U.S.C. 253 (c) (1); FAR 6.302-1 procedures. Responses to this notice should be submitted by 12:00 pm on September 16, 2009. Request for copies of a solicitation will not be honored or acknowledged. Oral communications are not acceptable.
