Description
RECOVER ACT PRE-SOLICITATION NOTICE: RECOVERY ACT PROJECT "UPGRADE NITROGEN SYSTEM, PORTLAND, OR VA-260-09-RA-0502Description: This notice is provided for informational purposes only. This opportunity is available only to contractors under the Veterans first Contracting Program, and is a 100% set-aside for service-disabled veteran-owned small business (SDVOSB) firms.VISN 20 Network Contracting anticipates the award of a firm-fixed-price construction contract for Project No.648-09-128, "Upgrade Nitrogen System, Portland" at the VA Medical Center located in Portland, Oregon. This solicitation will be issued as an Invitation for Bid in accordance with the FAR Parts 14, 19, and 36. The lowest responsive and responsible bidder will be awarded a contract to provide all supervision, labor, equipment and materials to upgrade the Portland VA Medical Gas Farm; primarily upgrading PVAMC Nitrogen gas system to a "level 1" medical support gas in accordance with NFPA 99, 2005. Work includes, but is not limited to the following.1. Demolish redundant (most upstream) pressure regulator in existing nitrogen manifold and re-pipe medical gas piping system. Demolish existing reserve 8-cylinder rack system and provide and install new seismically approved rack system. Relocate new rack and associated piping, and alarm signal circuits to east wall. Provide all electrical conduit, control wiring, and medical gas piping modifications for manifold re-installation, re-routing of associated alarm devices/circuits, etc for a complete installation.2. Demolish existing nitrogen header; existing whips and checks to remain. Provide and install new 8-cylinder header and final filter assemblies.3. Provide and install Reserve Low Pressure alarm device and gauge to nitrogen high pressure gas reserve system required by NFPA 99, 2005. Provide and install conduit and control wiring to connect existing liquid level device on Nitrogen Cryogenic Tank Main Supply to monitor Low Contents, and to new Reserve Low Pressure device; connect new devices to master alarm system. Provide all additional medical gas piping accessories for a complete upgrade of the nitrogen cryogenics storage tank and high-pressure gas reserve system.4. Provide seismic approved rack system for the safe storage of eight additional nitrogen gas cylinders in the NE corner of farm.5. Provide seismic approved rack system for the safe storage of ten additional nitrous oxide gas cylinders in the NW corner of farm.6. Provide and install 2 ea additional area lighting fixtures w/individual switching in medical gas farm. Provide and install photo-cell controls to all gas farm exterior lighting fixtures. Provide conduit and wiring from lighting panel in 104; provide individual switching of lighting fixtures. Perform maintenance and repair of existing exterior lighting fixture and relamp; replace existing light switch and outdoor cover plate.7. Provide and install all required labeling of all medical gas piping in tank farm per NFPA 99, 2005 to include oxygen, nitrous oxide, and nitrogen piping systems. Remove faded, damaged, or outdated labels and replace with new.8. Re-connect and test/verify medical gas grounding system per NEC 2009; provide test results. 9. Provide and install new alarm pairs and spares from ECC master alarm panel to existing sub-master alarm panel located in the telephone operator's room (RM #) and connect.10. Provide a complete commissioning (certification/verification testing) of all Nitrogen system alarm devices. Provide a detailed report to the Project Engineer of all medical gas alarm tests; report shall include the minimum: name of testing agency, name of testing agent, testing agent's qualifications, list each medical gas and alarm device tested, pressure settings, indicate pass/fail, ect. All testing and verification shall be in strict accordance with NFPA 99C(See NFPA 99C, 2005 for further testing requirements). All other required test not listed above that are required by NFPA 99C and found in specification 22 63 00 Gas Systems for Laboratory and Healthcare Facilities; shall be provided at no additional cost to the government.11. Raise 2 ea. existing 110v outdoor receptacles to new 5' height as shown.12. Power wash and thoroughly clean the Medical Gas Farm using approved cleaning agents and de-mossing chemicals to include all exterior walls, ledges, metal roofing, tanks, and floor surfacesAll work is to be completed within approximately 100 calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5 Million. The construction cost range for the project is between $25,000 and $100,000. The Invitation for Bid (IFB) solicitation will be issued on or about July 30, 2009. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information.
