Description
The project is located on the East Coast of Florida about midway down the peninsula; 7.1 miles south of the Patrick Air Force Base at Indialantic and Melbourne Beach. The project consists of placing beach fill along 3.8 miles of shoreline with a 1,120-foot transition section at the northern limit and a 1,540-foot transition at the southern limit of the reach. FDEP monument R-118 plus 300 feet bounds the project to the north and the southern limit is located at Spessard Holland Park at monument R-139. The berm has an Elevation +6.7 feet NAVD 1988 at the seaward edge and an Elevation +8.2 feet NAVD 1988 at the landward edge with a 1V:67H slope. The construction slope of 1V:15H to the MHWL is located at the seaward face of the berm. A small, 2.5-foot high dune previously constructed on the landward side of the beach fill will remain. The project will consist of the placement of sand along the beach described above in one of four alternatives. The quantities of the four alternatives are as follows; 550,000 cys, 650,000 cys, 750,000 cys, or 850,000 cys. Two borrow sources have been identified some 24 nautical miles north of the project area; known as Canaveral Shoals Borrow Areas 1 and 2. These borrow sources are located between 2 to 6 miles offshore of the tip of Cape Canaveral. Blending of material is acceptable. A nearshore disposal and sand rehandling area (NDSRA) is provided at the center of the project fill area-- 2,450 feet by 4,500 feet--although it is not required for use. The NDSRA may be used from October 1st to April 30th. Beach filling will only be allowed from November 1st to April 30th. There is no restriction on the number or kinds of dredges in operation on this project. Storage of equipment and/or pipe on the beach is not allowed during May 1st through October 31st. NOTE: The Government intends to award a single contract from this solicitation for either Alternate A, Alternate B, Alternate C, or Alternate D. The Government will evaluate all bids and award will be made contingent upon available funding which will be announced at the time of bid opening. The bid guarantee amount shall be based on the contractors total bid for the highest priced alternate. Bidders will be required to submit prices on all line items on the bid schedule; failure to do so will render the bid non-responsive. Magnitude of construction is between $10,000,000.00 and $25,000,000.00. This solicitation will be issued on or about 18 September 2009 and bid opening will be on or about 20 October 2009. THIS IS AN UNRESTRICTED ACQUISITION. COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED IN ACCORDANCE WITH THE SEAGOING BARGE ACT. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307.
