- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number W9127Q-09-T-0049 is issued as a Request for Quotation. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-16. This solicitation is 100% small business set aside and is restricted to small businesses only in accordance with FAR 19.502-2(b). NAICS for determination of size status is 334220; Small Business Standard is 750 employees. CLIN 0001: AIRTIME AND MESSAGING, 1EA. Includes 8ea one-year unlimited 30 second position reports (AVL) for aircraft and 5 minute interval for ground vehicles; 8ea unlimited voice messaging via either the OuterLink OVP or VMU; Must be brand name or equal CLIN 0002: OuterLink COMMTRACK SOFTWARE SERVICES AND SUPPORT, 3EA. Annual subscription includes access and updates to all satellite imagery, bug fixes, upgrades and technical phone support during normal business hours. Must be brand name or equal. CLIN 0003: OuterLink CT08WS WORKSTATION SOFTWARE SERVICES AND SUPPORT, 3 EA. Annual subscription includes access and updates to all satellite imagery, bug fixes, upgrades and technical phone support during normal business hours. Must be brand name or equal. CLIN 0004: OuterLink CP3i & OVP HARDWARE 12 MONTH EXTENDED WARRANTY, 6 EA. Annual subscription includes access and updates to all satellite imagery, bug fixes, upgrades and technical phone support during normal business hours. Must be brand name or equal. CLIN 0005: OuterLink CP4i & VMU HARDWARE 12 MONTH EXTENDED WARRANTY, 2 EA. Annual subscription includes access and updates to all satellite imagery, bug fixes, upgrades and technical phone support during normal business hours. Must be brand name or equal. The following FAR provisions apply: FAR 52-212-1, Instructions to Offerors (Oct 2001); FAR 52.212-2, Evaluation Commercial Items. Evaluation criteria will be based on Price, Technical, and Past Performance. Technical and Past Performance, when combined, are approximately equal to Price.
