- This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VTJ59240AC01. This acquisition is unrestricted. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: DESCRIPTION OF REQUIREMENT: (25 EA) Transmitter, Next Generation Blue Force Tracker and accessories. This is a brand name or equal requirement. Any Or Equal proposal received will be sent to the technical advisor for compatibility or functionality. The following salient characteristics MUST be met when providing a proposal: NGM Data: Frequency range: Military UHF Frequency resolution: 100kHz Output RF power: 5 watt minimum CDMA channel: 0 to 6 Weight: 1.10 lbs. including batteries Size: 5 in. by 3.5 in. by 1.12in. GPS: Built-in commercial 20 channel GPS receiver, power managed Transmit Repetition Rate: 15 seconds to 1 hour, or push-to-transmit operation Internal Power: Four CR123A (or equivalent) lithium 3 volt batteries Low Battery Power Indicator: Flashes when only a few transmissions remain (varies with rep rate) Zeroization: Clears Type 4 encryption key and pre-programmed mode settings One Pre-programmed mode defines: RF transmission frequency CDMA channel Transmit repetition rate TDMA timeslot Type 4 encryption enable/disable Brightness of the LED display lights GPS receiver always on or power managed Typical Battery Life with Continuous Operation in Beacon Mode: 2.5 days in 911 mode 2.5 days @ 2 minute transmit repetition rate 6 days @ 5 minute transmit repetition rate 10.5 days @ 10 minute transmit repetition rate Accessories: 14 inch whip transmit antenna 9 inch whip transmit antenna Mercury Capsule GPS antenna Remote GPS puck antenna Remote mount antenna brackets and cabling TBD Accessories: Cigarette lighter power adapter cable for vehicle installation BB588 battery power adapter cable 24/28 volt power converter TBD External power: 10 to 15 volts DC with 3 amp peak current (units with external power input) Award will be made to the quotation which offers the best value to the government. Multiple awards may be accomplished if any items are determined to be unbalanced. The Government also reserves the right to make no award at all. The Standard Industrial Classification (SIC) is 3812, Search and Navigation Equipment. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause applies and is incorporated in full text: AFFARS 5352.201-9101, Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
