- CANCELLATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W45NQ99161N206 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 811198 with a small business size standard of $7.00M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-09-14 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Ft. Hood, TX 76544 The USA ACA Fort Hood requires the following items, Meet or Exceed, to the following: LI 001, Caterpillar Model 140M Motor Grader Repair Parts: All parts required to perform the repairs and/or services listed in Item Number 002 including, but not limited to: muffler; wiring harness; engine belts; all hydraulic hoses; mirrors; ladders; wheel seals; after-market air conditioning system; air compressor; gauges and box (including new hour meter); battery cables; front glass; wiper arms and blades; headliner; floor mat; all lights; coolant lines; and cutting edges. NOTES: The Government is willing to transport the vehicle to and from vendor location within a 50 mile radius of Fort Hood. Prior to payment, the contractor shall provide receipts as proof of purchase for parts for actual cost reimbursement to the contracting officer or designated government representative. The quantity and unit price will be reversed on the contract to facilitate prompt payment and deobligation of any unused funds at end of contract period. POC at DPW: Lewanda M. THIS IS A NOT TO EXCEED ITEM NUMBER., 1, EA; LI 002, Labor: includes: repair door linkage and adjust doors; repair exhaust leaks; replace muffler; replace engine wiring harness; replace engine belts; replace all hoses; perform PM 4-2000 hour service; adjust draw bar; replace missing mirrors; replace ladders (both sides); replace wheel seals; recondition fuel pump and governor; reseal front cover and oil pan; recondition hydraulic pump and replace U-Joints; reseal starter; install after-market air conditioning system; replace air compressor (brakes are not releasing); rebearing and reseal articulation cylinders; rebearing and reseal tandems and finals; replace gauges and box (including new hour meter); replace battery cables; rebearing and reseal both lift cylinders; adjust circle; adjust blade; rebearing and reseal swivel moter; reseal both main control valves; replace front glass; replace wiper arms and blades; replace headliner; replace floormat; repair parking brake; recondition center hitch; replace and repair lights; rebearing and reseal tip cylinder; rebearing and reseal lean cylinder; rebearing and reseal steering cylinder; rebearing and reseal blade side shift cylinder; rebearing and reseal scarifier cylinder; rebearing and reseal centershift cylinder; repair backup alarm; replace coolant lines; replace cutting edges. NOTES: Service/repair shall include a 12-month warranty on parts and labor. THIS IS A NOT TO EXCEED ITEM NUMBER., 1, EA; For this solicitation, USA ACA Fort Hood intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Fort Hood is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.
