- This Notice is being posted as a Notice of Intent to make a sole source purchase using other than full and open competition. The USDA, ARS, MWA, Photosynthesis Research Unit, SoyFACE, Illinois Location has a requirement/need for provided services to be used by their existing SoyFACE Facility. This is for an existing plot located at the University of Illinois Champaign Urbana Campus and no other utilities sources are available for this use. Central Contractor Registration. THIS IS A NOTICE OF INTENT TO SOLE SOURCE ONLY and the SOLICITATION IS NOT CURRENTLY AVAILABLE. This notice is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the government.
