- The Office of the Chief Information Officer (IM-13) plans to contract with Thomson-Reuters (WestLaw). This action will provide access to Westlaw legal research commercial timesharing service. Westlaw includes regulations plus, extensive proprietary data and federal and state case law, the United States Code, the Code of Federal Regulations and the Federal Register and Key Cite (a case history service). Topical libraries, such as military justice and government contracts, contain decisions, statutory and administrative material related to a particular subject. This action is to initiate a new 5 year (base plus 4 option years) agreement for the period of October 1, 2009 through September 30, 2014. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1] as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit capability statement and rationale by September 18, 2009 via e-mail to monica.serrano@hq.doe.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
