Description
Supplier Data Sheet and Business Size Certification Form This is a source sought announcement only. This is not a solicitation and proposals are not being requested at this time. The purpose of this announcement is to gain knowledge of current market capabilities. Interested parties should complete and submit WVES Form WV-0150, "Supplier Data Sheet and Business Size Certification Form" to the address listed below. The proposed scope of work is to provide engineering and drafting support services to West Valley Environmental Services LLC (WVES) for tasks associated with the decontamination and decommissioning (D&D) of facilities at the West Valley Demonstration Project (WVDP). The facilities requiring D&D activities include the Head End Cells (HEC), Extraction Cell 1 (XC-1), Extraction Cell 3 (XC-3), Acid Recovery Cell (ARC), Liquid Waste Cell (LWC), Off-Gas Blower Room (OGBR), Off-Gas Cell (OGC), Process Plant Building utilities isolation and removal, Waste Water Treatment and High Level Waste Tank remediation, remote waste packaging operations support, and other facilities/areas as identified by WVES. The tasks will have significant radiological challenges and will include working with various WVES organizations in safely planning the work, writing the work instruction packages, designing remote tooling for fabrication, designing radiation and contamination control devices, and managing the work in the field. Approximately fifteen (15) engineers and four (4) drafters will be required to perform these services. WVES intends to award a Labor-Hour Subcontract based on fully burdened fixed hourly rates for a base year with options to extend the term of the subcontract for four (4) additional one (1) year periods. Proposals will require the submittal of capability statements that include company name, address, Point of Contact, phone/fax/e-mail, and documentation that will demonstrate the organization's ability to meet the following minimum requirements: •1. Company Past Experience - Documentation demonstrating a minimum of ten (10) years of relevant engineering and drafting support services associated with the decommissioning and decontamination of a highly radioactive facility. The experience must be specific to Department of Energy (DOE) or other government facilities. •2. Past Performance - Documentation demonstrating a minimum of two (2) DOE or equivalent government projects of similar magnitude to the scope of work described herein (i.e., a long-term project requiring a minimum of seventeen (17) employees). References must be included as part of this submittal. •3. Quality Assurance Program - Documentation demonstrating a quality assurance program in accordance with the requirements of NQA-1-1989. •4. Project Team Member Qualification - Documentation demonstrating the minimum educational and experience for each job disciplines listed below, including a certification stating that all proposed individuals are current employees of the company. The prospective supplier will be required to provide the following: •a. Provide seven (7) Principle/Lead Engineers with a minimum of twenty (20) years experience each in nuclear operations/D&D experience. Five (5) shall be mechanical engineers, one (1) electrical engineer, and one (1) engineer with project lead background. •b. Provide three (3) Senior Engineers with a minimum of fifteen (15) years experience each in nuclear construction/operations/D&D experience. Two (2) shall be mechanical engineers and one (1) engineer with a construction supervision background. •c. Provide three (3) Mechanical Engineers with a minimum of fifteen (15) years experience each with a minimum of five (5) years experience in nuclear design/operations/D&D. •d. Provide two (2) Mechanical/Process Engineers with a minimum of five (5) years experience each with a minimum of two (2) years experience in the nuclear industry. •e. Provide two (2) Senior Drafters with a minimum of ten (10) years of drafting experience each. •f. Provide two (2) Drafters with a minimum of ten (10) years experience each. •5. Prospective subcontractors will be required to provide documentation demonstrating their ability to maintain a local office, at its own expense, within a sixty (60) mile radius of the WVDP worksite.
