Solicitation Issue Date: 4 Sept 2009 Closing Response Date: 5 Oct 2009 Anticipated Award date: 9 Oct 2009 SUBJECT: Splitter Panel, Fan Proposed Solicitation Number: FA8121-09-Q-0026 A fixed quantity, firm fixed price contract is contemplated for: NSN: 2840-01-198-7361 PR P/N: 1281M33G02 AMC: 2C NOUN: Splitter Panel, Fan QTY: CLIN 0001 -NSN and P/N 0001AA- BID A- First Article quantity is 3 ea: (Contractor Test) 3 ea will be part of production quantity 0001AB - Production quantities after First Article: 5ea. CLIN 0002- First Article Test/Inspection Report CLIN 0003 - BID B-Production quantity: 8ea. REQUIRED DELIVERY: First Article Delivery: 90 Days ARO Production Delivery: 30 Jun 2011, based on First Article approval on or before 05 Feb 2010. DESTINATION: FA8111 DIMENSIONS: Width 5.67in/ Three Holes 0.243-0.251 in diameter/Ten Holes 0.128-0.132 in diameter/Twelve Holes 0.098-0.102 in diameter/Six Holes 0.29-0.31 in diameter. PREDOMINATE MATERIAL: Woven Carbon Fiber APPLICATION: F110 Engine FUNCTION: Used on the F110 engine, F16 C/D aircraft part of paneling in fan inner to direct airflow. HISTORY: 22 Feb 1990, General Electric, qty: 148, unit price: less than $2,000 DURATION OF CONTRACT PERIOD: Award of contract through final delivery EVALUATION CRITERIA: Evaluation is based on lowest price. Low price with good past performance will get award. Past Performance will be evaluated using MOCAS and PPIRS. If awardee is waived from First Article, then First Article requirements will be removed from award document. EXPORT CONTROLLED: Data for this item is export controlled. A company must be certified by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS) to be eligible to download documents marked Export Controlled. The extent of foreign participation has not yet been determined. It has not been determined if foreign sources may participate at the prime contractor level. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources. QUALIFICATION REQUIREMENTS (QRs): QRs are set forth in OC-ALC Source Approval Information Booklet. Due to the complexity and criticality of this part, only actual manufactures that have successfully completed all testing required by the original company responsible for the design, can be considered approved sources for this item. There are approved sources at this time. No further QRs are available. A request for QRs, solicitation and proposal submittals and responses may be faxed to (405) 739-3462 or email Jill.Graham@tinker.af.mil. Electronic submission of proposals is permitted. All responsible sources may submit a capability statement, proposal or quotation that shall be considered by the agency. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
