Description
NAICS Code: 421110 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13.1, as supplemented with additional information included in this notice. Thisannouncement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. As the acquisition is not expected to exceed the simplified acquisition threshold, in accordance with FAR Part 19.502-2, this acquisition is set aside exclusively for small businesses. All interested small business firms within the Denver metro area may submit a quote. The solicitation document and incorporated provisions are those in effect through FAC 2005-29. The NAICS code for this procurement is 421110. The U.S. Environmental Protection Agency, Office of Criminal Enforcement, Forensics and Training (OCEFT) Homeland Security Division (HSD) requires two, 28-foot "gooseneck" style trailers for use by HSD and the National Counterterrorism Evidence Response Team during field activities. The trailers must be brand name or equal to the Pace American ConQuest ST trailers (Model No. CQG8528TA5K), including several particular options. These trailers need to be configured and equipped with an on-board electric generator, heating and air conditioning unit, and other items specified below to ensure uniformity of appearance with other HSD assets, securely contain and transport response equipment, and act as a base of operations for personnel during field activities to include National Special Security Events (NSSEs) and search warrant support. The statement of work, which includes a submission checklist, may be accessed at the website link below: http://www.epa.gov/oamhpod1/admin_placement/0900315/index.htm All responsible sources may submit a response which, if timely received, will be considered by the Agency. Interested vendors will be responsible for the timely submission of their quote. Please include your name, point of contact, address, area code and telephone number, facsimile number, Dun and Bradstreet number, proof of registration in the Central Contractor Registration, GSA number, if applicable, and business size and classification (e.g., woman or minority owned; 8(a), etc.). Telephone requests or inquiries will not be accepted. In consideration of warranty, maintenance, and other practical concerns, quotes will only be accepted from vendors within fifty miles of the Denver metro area. In addition, FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 -"Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items," with the clauses cited in 52.212-5 being applicable. The aforementioned provisions and clauses can be accessed electronically at http://acquisition.gov/comp/far/index.html. **Interested parties may simply submit their ORCA information (http://orca.bpn.gov) in lieu of the representations and certifications requested above. In accordance with FAR Part 13, quotes will be evaluated and award will be made to the contractor whose quotation affords the best value to the Government: price, past performance and quality considered. Interested contractors should submit a firm-fixed price quote, inclusive of all costs, in response to this request. Shipping and freight charges must be included in any quote provided.
