Description
The U.S. Government Printing Office (GPO), Office of Archival Management (OAM), is issuing this Request for Information (RFI) to obtain information on the availability and capability of a vendor which can provide the services needed by GPO to transfer approximately 80,000 documents (paper documents, microfiche, and maps) materials to the National Archives and Records Administration (NARA), as mandated by law. This Request for Information (RFI) is for planning purposes only and is issued in accordance with MMAR Clause 52.215-3. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. No solicitation document exists at this time and issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. This RFI is the initiation of market research under Part 10 of the GPO's Federal Acquisition Regulations, and is not a Request for Proposals (RFP). Respondents will not receive follow-up individualized feedback on any comments made. No basis for claims against the GPO shall arise as a result of a response to this RFI, or from the GPO's use of such information as either part of its evaluation process or in developing any subsequent policy or announcement. Background For more than 140 years, The Government Printing Office (GPO) has kept America informed by producing and distributing Federal government information products. Established by Congress to ensure that the American public has access to its Government's information, this program involves the acquisition and distribution of depository materials to Federal depository libraries in the 50 states, the District of Columbia and U.S. territories. The mission of the Federal Depository Library Program (FDLP) is to disseminate information products from all three branches of the Government to over 1,250 libraries nationwide. Libraries that have been designated as Federal depositories maintain these information products as part of their existing collections and are responsible for assuring that the public has free access to the material provided by the FDLP. GPO is also legally mandated to sort, box, and transfer to NARA, one copy of every publication distributed to the FDLP libraries. This requirement specifically states that NARA receives 1 copy of each document issued or published by the Public Printer, and the head of each executive department, independent agency, and establishment of the Government, which is listed in the Online Catalog of U.S. Government Publications, as prescribed in Title 44, Chapter 19, paragraph 1711, United States Code must be deposited. Information Requested The GPO OAM Project Team will be creating functional requirements that will form the basis of a Request for Proposal (RFP) that will later be issued. The specific objectives that GPO's OAM intends to accomplish through this RFI are as follows: ∙ Identify the level of funding that will be necessary for this project ∙ Identify the level of effort, and amount of time, that will be required Also, offerors may be requested to provide product demonstrations. If your company has a General Services Administration (GSA) contract which will satisfy this requirement please include your GSA Contract number with your response to this RFI. Specific Tasks Contractor would have to unbox, sort, and interfile every publication (approximately 80,000 documents) distributed by Government Printing Office from FY2004-2009 in Paper/hardcopy format (Hardcopy), First generation silver MF format (Silvers), and diazo MF format (Diazos). Publications must be sorted and interfiled according to the following "Filing Rules for SuDocs Classification Numbers" : Rule 1: Numbers expressed in digits are arranged in accordance with their numerical values, instead of digit by digit. Ex.: A 13.2: A 13.13: A 13.3: NOT A 13.2: A 13.13: A 13.3: Rule 2: Letters are arranged according to their order in the English alphabet (A-Z). There is no distinction between upper and lower case letters. Current style is that ALL LETTERS are capitalized (example: A 13.2:UI 5/PRELIM.) Ex.: A 13.2:T 24 A 13.2:UI 5 Rule 3: Letters following punctuation come before numbers following the same punctuation: Ex.: E 1.2:SE 2/7 E 1.2:2002005903/V.2 E 1.2:SO 4/14 NOT E 1.2:2002012533 E 1.2:2002005903/V.2 E 1.2:SE 2/7 E 1.2:2002012533 E 1.2:SO 4/14 Rule 4: Elements between marks of punctuation are treated as separate elements. Rules 1 and 2 are applicable to each segment. Marks of punctuation are the period, slash, dash, parenthesis, and the ampersand symbol. The period and the slash do NOT designate decimal values nor fractions when used with SuDocs classification numbers. Ex.: (correct filing order; each segment separated by two spaces): A 1. 68 : 1388 A 1. 68 : 1388 - S A 1. 76 / 2 : 986 / PRELIM. A 13. 2 : C 16 / 14 A 13. 79 : SE - 344 D 5. 317 : 616 D 5. 317 : 616 (717 - 5) A D 101. 11 : 9 - 2330 - 363 - 14 D 101. 11 : 9 - 2330 - 363 - 14 & P When contractor arranges documents in SuDocs order, the following must be met: To be judged acceptable, the error rate for filing publications must not exceed 3% per box. Errors are defined as filing which fails to meet the guidelines established in the "Filing Rules for SuDocs Classification Numbers". If a publication lacks a classification number on it, contractor works with the COTR to determine whether they should be interfiled or returned to GPO/LSCM. The contractor must not write the Sudocs Class on the publication. All paperclips, elastic bands, staples, and pieces of paper not part of publications should be removed from the publication and discarded. Contractor should not break open shrink-wrapped publications. Maps that are bundled together must be separated, refolded, if necessary, and interfiled with other materials according to SuDoc Class numbers. Oversize publications should be submitted within SuDoc Class number order but wrapped and bundled separately in accordance with NARA specifications. Silver MF must be filed separately from diazo MF. Do not mix silvers with diazos - they should be kept in separate boxes. The Silvers film is thicker than the Diazos film and is dull or matte finish on one side and shiny or glossy finish on the other. Diazos film is shiny or glossy on both sides. The film is thi n and the image is usually blue- tinted but may be black. Staff must always wear clean white gloves when working with microfiche (silver or diazo), and handle by the envelope. Label all boxes (whether silver or diazo) that have been sorted with the year, box number, and first SuDoc and last SuDoc Class numbers. Contractor must be able to identify "sets" - if a group of microfiche are part of a set, each set must be kept together and the set interfiled with other materials in SuDocs Class number order. Contractor must be able to identify "preliminary" serial set publications - these should be interfiled with other publications from that particular year. Boxes must not be overpacked. An estimated 500 fiche should fit into each box. As appropriate, oversize materials may be placed in the bottom or the top of other materials within boxes. All boxes (after final sort) should be permanently marked with the year, box number, and the first and last SuDoc Class numbers of materials that are in the box. What a Response Should Include Responses should include a "deliverables" table where you include estimated cost and time duration needed to complete the filing of 80,000 publications. Should the cost to file paper publications differ from the price to file oversized or microfiche publications, these differences should be stated. If estimated cost depends upon whether work is done onsite or offsite, then an estimate for both prices should be provided. Finally, if hourly quantity/cost estimates can be separately provided for the filing of microfiche, paper, and oversized materials, then they should be provided. Definitions of Document Formats to be Filed Paper documents/publications = Paper publications needing to be filed vary from one page in length to over 1000 pages. Some are clothbound; most are paper-bound. The average length of a paper government document is 250 pages. Microfiche documents = Those needing to be filed are produced in either Silver or Diazo format. The Silvers film is considerably thicker than the Diazos film and is dull or matte finish on one side and shiny or glossy finish on the other. Diazos film, in contrast, is shiny or glossy on both sides. The film is thi n and the image is usually blue- tinted but may be black. Oversized documents/publications = Oversized publications needing to be filed consist primarily of maps, posters, and oversized materials that are over 18 inches in height or length. Oversized materials may be folded during the filing process. It is requested that those interested submit a narrative, not to exceed 100 pages, detailing how their product meets the general characteristics noted. Marketing brochures are acceptable but should be limited to only those that provide sufficient technical product details. Responses to this RFI should be forwarded electronically to agardner@gpo.gov. Responses are due by September 28, 2009. Questions will not be entertained at this point. The information gathered will be used in developing a more specific acquisition plan. The final method of procurement will be determined as a result of this market research.
