- RFQ Package This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This is issued as a Request for Quote (RFQ) SP4510-09-Q-3036. The RFQ is for Defense Logistics & Information Service (DLIS) has a requirement to upgrade 16 conference rooms at the Hart-Dole-Inouye (HDI) Federal Center in Battle Creek, MI. This procurement is 100% Small Business Set-aside in accordance with FAR 19.502 with a North American Industry Classification Systems (NAICS) Code of 334310. In order to qualify as a small business your business can not exceed 750 employees. The brand name is in accordance with FAR 13.501. The resulting contract will be a firm-fixed priced contract. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. IMPORTANT NOTICE: Central Contractor Registration (CCR) applies to all solicitations. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. To be eligible to receive an award from a Department of Defense (DoD) activity, you must be registered in the Central Contractor Registration (CCR) database. To register, access the CCR homepage go to www.ccr.gov or call 1-888-227-2423 regarding questions to the CCR. The clauses and provisions included in this RFQ by reference can be accessed electronically at these addresses: http://farsite.hill.af.mil/. Contract award will be based upon lowest price technically acceptable. Period of Performance will be: The contractor will have 30 days after award to complete the Engineering and Line Drawings; GSA will then have up to 183 days to install equipment referenced in the Engineering and Line Drawings; then the contractor will have 90 days after GSA has completed the engineering to complete their work. Questions regarding this combined synopsis/solicitation RFQ must be submitted in writing via e-mail to jeff.kelly@dla.mil. The issue date for this RFQ is 14 Sep 2009, and the closing date is 8:00 a.m. Eastern Time on 28 Sep 2009. A site visit is scheduled to start on September 19th, 2009 at 10:00 EST. All questions should be submitted by 11:00am. September 22, 2009. Submit complete RFQ packages along with a completed bid schedule and a completed FAR 52.212-3, Offerors Representations and Certifications - Commercial Items by e-mail to jeff.kelly@dla.mil or by facsimile to (269)961-4474. All eligible responsible sources may submit a quote which shall be considered for award.
