Description
The Air Armament Center, 308th Armament Systems Wing, 808th Armament Systems Group, 685th Armament Systems Squadron (685 ARSS, 207 West D Ave, Bldg 349, Suite 626, Eglin AFB, FL 32542) intends to modify the existing Precision Guided Munitions Planning Software (PGMPS) contract, F08635-02-D-0035, to increase the maximum ceiling from $49,000,000 to $59,000,000. This bridging modification will increase the contract ceiling by $10M but will not extend the period of performance (POP) beyond the current contract expiration date of August 2011. This increase in ceiling will provide enough authority to cover upcoming mission planning requirements until a competitively awarded follow-on contract is in place in the fall of 2010. The contractor will continue to develop and sustain components for Joint Mission Planning System (JMPS) applications supporting precision guided munitions (PGM) mission planning requirements. The scope of this effort will include continued development and sustainment of Precision Guided Munitions Planning Software (PGMPS), JMPS Target Manager (JTM), Precision Guided Munitions Target Database (PGMTDB) software versions for Portable Flight Planning Software (PFPS) and UNIX-Mission Planning System (UNIX-MPS), Universal Armament Interface Common Component (UAI CC), Key Handler Common Component (KHCC), and Weapon Data Link Initialization Common Component (WDLI CC), Miniature Air Launched Decoy - Jammer Common Component (MALD-J CC), which are JMPS software components. These software components are used by DoD organizations and foreign countries using JMPS for PGM planning. Development and support under this modification is limited to only those components listed above. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. The proposed contract action is for work for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(B), "Only One Responsible Source". Contract F08635-02-D-0035 was competitively awarded to PRB Associates, now Northrop Grumman Decision Systems & Targeting (NGDS&T), in August 2002. The contract is a 9-year ID/IQ contract with a period of performance ending in August 2011. The PGM mission planning software is a highly specialized product and not commercially available. It is custom developed to meet the specific needs of the military and must function within the military's JMPS environment. This software interfaces with other software components built by 17 different aircraft and weapon development teams. Each aircraft and weapon has unique interface requirements that must be managed within the overall JMPS mission planning environment to ensure seamless operations and integration. PGMPS enables integrated planning of weapons and aircraft for combat use. Therefore, this contract action will allow for the continued support of essential highly specialized combat planning until a follow-on contract is competitively awarded. Currently, NGDS&T possesses a highly specialized PGMPS software development expertise gained over the last 7 years during the initial development and support of PGMPS. The contractor is the only contractor to have developed PGMPS specific software and all other associated software. Maintaining this software includes supporting twelve applications/versions representing over 2 million lines of code. Interfacing multiple weapon, aircraft, framework, and other JMPS components into a seamless weapon planning environment is extremely complex. Reaching this required level of integration has only been achieved through many years of experience, research, and collaboration with other JMPS component developers. Much of this knowledge and experience only exists within the PGMPS programming team and is not documented in any product such as technical orders or technical manuals. Accordingly, NGDS&T is the only firm capable of providing the software and support described above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements. To enhance competition, the follow-on contract will provide a transition period if a new contractor is competitively selected, which will mitigate program risks. The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of offeror(s) or potential offeror(s). The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
