Description
NAICS Code: 811219 The US EPA/OCEFT/CID/Homeland Security Division (HSD), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 12, Acquisition of Commercial Items, intends to issue a sole source purchase order to JEOL USA, Inc.to recommission a JEOL ECA-500 MHZ NMR. Recently, an integral part of the instrument failed, causing the super-conducting magnet of this instrument to lose its capacity to hold a charge (magnet quench). The NEIC has determined that this instrument is critical for analysis of a number of samples which may arrive imminently, therefore, timely instrument magnet repair and recommissioning is required. The justification is as follows. Only JEOL has the factory trained, approved and experienced service engineers to repair and recommission the JEOL ECA-500 MHZ NMR system after the recent instrument breakdown. This NMR instrument was manufactured by JEOL. Therefore, the JEOL factory service engineers are the only personnel who have access to the electronic circuit boards; requisite factory supplied parts; service manuals; and specific knowledge to disassemble, assemble and test this complex instrument during recommissioning. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
