Description
RECOVERY--ORWELL DAM GATE HOUSING REPAIR. The purpose of this work is to remove damaged heater housing panels and replace with specified new heater housing panels and supports on the downstream side of the tainter gate. The work includes, but is not limited to removing and replacing the existing tainter gate access ladder as specified, replacing damaged areas of tainter gate heater housing and supports as specified, and replacing fasteners as specified. The Contractor will have to work from both inside and outside of the heater housing. The Contractor is required to install Government supplied bulkheads at the beginning of work and remove the bulkheads at the end of work. The bulkheads are required for outside access to the tainter gate heater housing. The Contractor shall install the bottom bulkhead low flow pipe sections to maintain required minimum flow while the bulkheads are installed. No painting is required under this contract. Work areas may be Confined Spaces as defined by OSHA. Any existing ladders and access equipment on or in the heater housing do not meet OSHA requirements. The contractor will be required to work under time constraints and to maintain specified minimum reservoir flow while the bulkheads are installed. This requirement is being procured under the Small Business Administration Reauthorization Act (Public Law 105-135). Only firms recognized as Historically Underutilized Business Zone(HUBZone)small business concern by the U.S. Small Business Administration are eligible to submit offers. The North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $33.5 million. The estimated price range in terms of physical characteristics is between $25,000 and $100,000.The plans and specification is expected to be put on www.fbo.gov on or around 15 September 2009. Offers are due on or around 02 October 2009.
