Description
NASA/GSFC has a requirement for Patent Analysis Software.NASA/GSFC intends to purchase this item from Innography, Inc. only. The software byInnography is the only patent analysis software as a service vendor that correlatespatent data with company and litigation information to calculate relative patent strengthin a specific technology area to support decisions on selecting and ranking patents forlicensing or selling to generate income. Innography is the only patent analysis softwareas a service vendor that supports a non-keywork search method for generating a targetlicensee landscape for a specific technology area that can then be used to identify andprioritize specific licensing targets for patents in the NASA portfolio that have beenidentified as licensable patents. This company also qualifies as a small business.Authority is 10 U.S.C. 2304(c)(1) Only one responsible source.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 29, 2009.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
