The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Ocean and Coastal Resource Management, intends to procure continued logistics and administrative services related to the PIMPAC strategic plan. The focus of this project will be to provide specialized assistance to: (1) PIMPAC coordinators on carrying out logistics for meetings and workshops, (2) to coastal/site managers and other stakeholders to support learning exchanges, and (3) to PIMPAC coordinators and coastal/site managers to support technical assistance services that compliment activities identified in the PIMPAC strategic plan. Details concerning this requirement are listed in the attached Statement of Work titled, "CONTINUED PACIFIC ISLAND MANAGED AND PROTECTED AREA COMMUNITY (PIMPAC) TRAINING AND CAPACITY BUILDING TO IMPROVE MANAGEMENT EFFECTIVENESS OF CORAL REEF MANAGED AND PROTECTED AREAS IN THE PACIFIC ISLANDS." The information set forth in this Pre-solicitation notice is an advanced copy of NOAA's Request for Quote (RFQ) that becomes final unless otherwise modified before the response due date. The applicable NAICS code is: 5561920. The Government intends to procure continued logistics and administrative services covering the base period of 2010 through 2012. The Government shall award a fixed-price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation and the SOW will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Approach, (ii) Past Performance, and (iii) Price. Award will be based on best value to the government. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-23. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications.
